PRRD lead the Innaguration of the new Bangsamoro Government

President Rodrigo Roa Duterte banged an agong on Friday, March 29, to officially mark the inauguration of the new Bangsamoro Autonomous Region in Muslim Mindanao.

In his speech, he expressed his 'extreme happiness' for "we were able to realize at least the part, maybe not all, but the part of what the entire country could have wished for the Moro people of Mindanao".

He said the creation of the new Bangsamoro government is a step closer to achieving a peaceful autonomous region that serves all Muslims, Christians, Lumads, and Indigenous People, whose home is Mindanao.


During the inauguration ceremony, the members of the Bangsamoro Transition Authority took an oath of moral governance on the Holy Qur'an that they will perform their duties with utmost dedication, devotion, honesty, justice, integrity, and to completely avoid all the evils of governance, especially graft and corruption.

“ A little but terrible” some people call him with respect and smile...

Mayor Nasser Daud, who could manage and serve very well in his people because he always render his help and  listen their problems and  resolved it  without  asking return.

The little man comes bigger just  because he had a big heart to his people who needs help, "Refuses is an evil word because you close your heart and not to gave, your such a greedy man  instead" an open heart to everyone" is the best attitude I did ", the little man said.

He treasured  trust and honesty to serve his constituents." I would not fail my promises to help my constituents, always find a solutions of their problems  because "honesty is my best policy", said Daud.

He was businessman for more than years before he enter politics in Tapul, Sulu.

He owned  thousand  hectares of land  in Zamboanga Peninsula. He cultivated and plant  thousand of Mango trees while in bay area, he put up fishpond business.

He generated thousand of tons of fish and mango that made him rich and popular...


Aside Mango and fishpond farming he engage  also on Palm Oil planting,  almost 80,000 growing palm oil  planted in 70 hectare of rolling land he owned.

"Mga isang taon nalang maka umpisa na  kami mag harvest, I think, we harvest thousand of tonnage every week  with  estimated market value of P5.50 per kilo", said the mayor.

"Our plantations, fish pond and mango farming it generate employment as well", yung mga tagarito lang ang first priority ko na magtrabaho dito at sa ganun isang malaking tulong ito sa buong pamilya nila", he said.

Government Offer:

Recently, the Philippine Government is looking to cultivate one million hectares of palm oil, 98 % of which would be in the island of Mindanao to boosts the economy problem of the country. Because it bring more investments, employment and even tax collection could increased.

Increasing of Palm Oil production in our country can help the people those in grass roots level  alleviate through large investment from Malaysia, Indonesia and Singapore firms and other foreign and domestic companies for their  increasing demands of bio fuel, cosmetics and foods.

Mayor Daud engaging this investments  because he wants to help and  boosts economy problems  not only in Mindanao but throughout the country.

Politics:
His journey was very terrible.

Being an Achiever of his municipality as a mayor for more  years, he made more achievements that people could not forget him.

Development of municipality was his first mission to help his constituents to eradicate poverty condition of his municipality.


A decades  being a mayor he  resolved more  problems and developed his municipality by constructing more projects like; farm-to-market roads, school buildings, markets and among others.

Japan signs new P41.8-M grassroots projects in PH




MANILA-- The Japanese embassy in Manila on Friday has signed five new grassroots projects worth PHP41.78 million, which are focused on improving education, health, and agriculture across the country.

The projects, under Japan's Grant Assistance for Grassroots Human Security Projects (GGP), will be implemented by the GMA Kapuso Foundation, Inc. and the municipalities of Matanog in Maguindanao, Dingalan in Aurora, Balete in Batangas, and Calintaan in Occidental Mindoro.

"Once completed, I believe the long-term impact of these projects we signed will far outweigh the resources we have devoted to these initiatives," Japanese Ambassador to the Philippines Koji Haneda in a speech during the signing ceremony.

The envoy sees more households gaining access to better health services with the upgraded rural health unit and the provision of birthing equipment for Dingalan and Balete.

The PHP5.8 million-worth upgrade of the municipal health center in Dingalan is expected to provide comprehensive medical services to 5,000 patients, including 650 pregnant women annually.

Meanwhile, the grant in Balete - amounting to PHP5.2 million - is seen to improve the municipality's rural 
health unit to accommodate more patients including 1,400 patients needing the fully-automated chemistry analyzer.

Haneda said he also looks forward to seeing more children study in a conducive learning environment with the classrooms to be built in Matanog and Marawi City.

In Matanog, the Japanese government is allocating a PHP9 million grant with doubled amount in Marawi or about PHP18 million to be implemented by the GMA Kapuso Foundation, Inc.

The last grant worth PHP3.9 million is on the procurement of post-harvest equipment and facility for Calintaan farmers.

Japan established the GGP as a grant facility promoting human security at the community level.

To date, Tokyo have already funded a total of 538 projects worth USD32 million in education, health, agriculture, social welfare and capacity building in the Philippines.

"Over the years, GGP continues to be carried out with the goal of helping those in the marginal and vulnerable sector improve their conditions and achieve better opportunities for growth" Haneda said.

Military not engaged in partisan political activities

MANILA -- The Makabayan bloc’s allegations that the Armed Forces of the Philippines (AFP), along with 
other government agencies, is engaged in partisan political activities are "meant to tarnish the image" of the military, an official said Thursday.

AFP Public Affairs Office chief, Col. Noel Detoyato, denied the allegations of the left-leaning group that the AFP, the Philippine National Police and the Department of the Interior and Local Government are into partisan political activities, system vilification, and red-tagging of organizations.

"The AFP will never engage in partisan politics. The sweeping statement of this group is meant to tarnish the image of the AFP, which is at the forefront of ensuring the security and safeguarding the rights of the voters so that they can freely go out and vote this coming mid-term elections," Detoyato said.

Detoyato said the Makabayan bloc should instead convince voters and the public that their group is not part of any violent efforts to topple the government.

"Why don't they just concentrate on convincing the voters that they are not part of the group that wants to bring down the government through violent means instead of concentrating on destroying the image of the Armed Forces of the Philippines," Detoyato said.

"The only time the voters will believe them that they are not part of the group that is conspiring to violently bring down the government and change our way of life is when they publicly denounce the CPP-NPA-NDF (Communist Party of the Philippines-New People's Army-National Democratic Front) and its fronts," he said.

BARMM inauguration moved anew to March 29



COTABATO CITY – The Bangsamoro Transition Authority (BTA) has moved the inauguration of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and its parliament’s opening session to March 29.

The BTA, now on its third week of operations, had originally set the twin-events set for March 11, 21 and 25 as its leadership waited for the presence of President Duterte, who reportedly confirmed on March 14 in Davao City that he would be available on March 25.

Led by Moro Islamic Liberation Front (MILF) Chair Murad Ebrahim as Interim Chief Minister (ICM), the BTA governs the BARMM governance until the succession of its regular officials to be elected in the 2022 elections.

Ebrahim informed BTA members in caucus here Tuesday that the inauguration would be moved again to March 29 because “gusto ni PRRD (President Rodrigo Roa Duterte) mag-attend.”

BTA is prescribed under the BARMM Charter (R.A. 11054) to have 80 members, 41 of them MILF nominees and 39 government representatives.

The President appointed and swore in all 41 MILF nominees led by Ebrahim alongside 35 government nominees last Feb. 22. But MILF first Vice Chair Ghazali Jaafar, whom Ebrahim named as parliament speaker, died on March 13. This redounded for the President to fill up five vacancies in the transition body.

One or two BTA members had reportedly suggested that their affairs “should not be dependent on the presence or attendance of the President. But the BTA leadership overruled the suggestion, citing the keenness of the President in the success of BARMM operations.

The BTA is still using the flag of the defunct Autonomous Region in Muslim Mindanao (BARMM) in the absence of a code to be adopted by the regional parliament for the official BARMM flag starting from its inaugural session.

In their three weeks of operations, 10 regional ministries initially created by ICM Ebrahim been holding skeletal works for continuity of public services and projects left unfinished by the defunct ARMM.

Frequently mentioned in the local media about their activities were the ministries of education, environment, natural resources and energy led concurrently by MILF second Vice Chair Mohagher Iqbal as minister; local government led by Minister Naguib Sinarimbo; and health led by Minister Safrullah Dipatuan. Balut': Yucky but yummy


MANILA -- Some foreigners find it yucky but to Filipinos, "balut"(boiled duck embryo) is one yummy delicacy that will never go out of style.

Adding to the peculiarity of this appetizing street food is the melodious way vendors go about selling their wares throughout the night.

Cries of balut will either be long or short depending on the voice of the hawker of this tasty dish, which is also a rich source of calcium and protein.

In Cubao alone, stalls selling this delicacy abound - much to the delight of Filipinos from all walks of life with a craving for balut, which costs around PHP11 to PHP14 each.

“Binabalikan yung balut ko dahil sa suka, masarap kasi saka pati na rin ‘yung lasa (Many are craving for the balut that I sell because of my vinegar that goes with it. It's delicious),” said Wilma Apostol, 61, who has been selling balut for more than 10 years.

She gets her balut from the province of Laguna, not in Pateros as balut there is cheaper.

Also, the length of incubation before balut is cooked ranges between 14 and 21 days.

“Kasi masustansya at malasa ‘yung balut kaya marami bumibili. Mas mabenta ang balut araw-araw. Depende ang kita namin sa dami ng bumibili (There are many buyers because it is nutritious and delicious. 

Balut really sells like hotcakes. Of course, our income depends on the number of buyers),” Elvera Roa, 40, 
said.

Historically, the Chinese introduced balut to the Philippines around 1885, and is now considered one of the Filipino delicacies.

For Darwin Fernandez, 20, he prefers balut than “penoy" or unfertilized egg.

“Matagal na akong mahilig sa balut, minsan nga ‘pag galing sa eskwela, bumibili ako ng balut bago pumila sa pagsakay sa jeep (I'm fond of balut for a long time. There are times when I buy balut before falling in line for a jeepney ride on the way home from school),” he said, while eating balut.

Meanwhile, Russel Agang, 20, said while he was stunned with the sisiw (chick) inside it, what he really craves for is the egg's sabaw (the egg's amniotic fluid).

Hadja Jumda A. Sali - . She might be a plain housewife than a politician



Hadja Jumda A. Sali, addressed women in Tandubas Municipality on the occasion of their Women's Month celebration.. "I am just an ordinary woman, a plain housewife, not exposed to public affairs, but I am a wife and as a wife and woman, we are like a shield that protects our family." she said during the Women's day in Tandubas.

Jumda A. Sali elected as President of Women's council  in Tawi - Tawi. 

She do her job better by visiting women's in her area of responsibility to empowered them and teach how to be a good housewife and mother of their childrens  even they were busy of doing everything for daily needs..

She said, that she might be a plain housewife than a politician because she feeds her children's everyday and a better wife of her husband.

She has a lot of dedication to served women's in  a good faith.

One Lawless Element Killed in Zamboanga del Norte Clash


CAMP SANG-AN, Labangan Zamboanga del Sur – One lawless element was killed and one soldier was wounded in a joint law enforcement operation conducted by the Army’s 42nd Infantry Battalion and PNP troopers in Brgy Sipakit, Sirawai, Zamboanga del Norte 5:00 a.m. Monday, March 18, 2019.

“Our troops together with the PNP were serving warrants of arrest for murder and attempted murder case against Juhuri Wahab Tukalan and Isnain Yacub under the Jamilon Tukalab group when the clash happened. 

The said group is notorious in kidnapping and extortion activities and are responsible in conducting ambuscades against the civilians in the area,” said Lt. Col. Leon Onggao, the 42nd Infantry Battalion Commander.

“The killed lawless element was identified by his next of kins as Ato Antao Lumingis after the cadaver was turned over to the local government unit of Sirawai. During the 2-hour firefight, wounded lawless elements were also seen by our troops as they (LLEs) scampered to different directions”, added Onggao.

Troops were also able to recover two rocket-propelled grenade (RPG) ammunitions, two 12-gauge shotguns, two improvised caliber .22, one grenade, magazines and various ammunitions, bandolier and assorted uniforms.

The wounded soldier was immediately airlifted to Zamboanga City for medical treatment.

“The encounter was the result of the collaboration among the stakeholders especially the peace-loving civilians in the area who continuously report the presence of these lawless group,” said Col. Bagnus Gaerlan, Jr., commander of 102nd Infantry (IGSOON) Brigade which has operational jurisdiction over Zamboanga del Norte.

It can be recalled that a week ago, five lawless elements were arrested and P11.4 Million worth of illegal drugs and paraphernalia were confiscated in Brgy Tenan, Ipil, Zamboanga Sibugay.

Meanwhile, Brigadier General Roberto Ancan, the 1st Infantry Division and Joint Task Force Zampelan (Zamboanga Peninsula and Lanao Provinces) commander, commended the efforts of the troops that led to the neutralization of a lawless element and the disruption of their terror activities.

“The Tabak Troopers in collaboration with the PNP will intensify joint law enforcement operation to protect the people and communities against lawless elements,” Ancan added.

“We also ensure that our wounded personnel will get the best medical care for his fast recovery,” Ancan concluded. (DPAO, 1ID)


Thousands of MNLF members gathered in Cotabato City Hall - 51st MNLF Founding Anniversary


Thousands of Moro Islamic Liberation Front (MNLF) members  gathered yesterday (March 18, 2019)  in front of Cotabato City Hall in connection  of their  51st founding Anniversary and the same time a grand summit which is  hosted by Mayor Frances Cynthia Guani - Sayadi.

During the celebration, the daughter of MNLF leader Nur Misuari  Hadja Aint Misuari Lim said; "This is our victory, we gather here to success together our  victory, Inshaallah, my father Nur Misuari do the  best things to Mujahideen or the Warriors  of God, who donates  their blood  for this victory, our victory are granted from Allah", we bind our hands together to give honor to my Father Nur Misuari to do more  good things for us", she said..

At 51 years of being a Mujahideen or the soldier of Allah they are almost at the  door of victory because Nur Misuari as of today focus on the  deliberation   to shift our government  to   Federal  system form of government which is the President Duterte's most awaited to mobilized the 18 federated region including the Bangsamoro government and Cordillera.

Nur Misuari congratulate his followers  at the big screen through video call during the culmination day.

He said that he was very happy to see his people, intact and still fighting for the betterment of peace in Mindanao.

He was amazed of seeing his people through a big screen by waving their hands "Allahu Akbar" which means "God is Merciful".

Mayor Frances Cynthia Guaini also said, " I am proud to be a part of MNLF" I am the solicitor general of MNLF before, I am a proud mayor because the leader of MNLF trust me to hosts this big events of Bangsamoro, the MNLF", she added.

Military surgical operation killed 20 BIFF Terrorists in Maguindanao

Maguindanao---After three days of intensive military operation against the Daesh-Inspired terror group Bangsamoro Islamic Freedom Fighters (BIFF), today the number of neutralized BIFF terrorists have reached to 20 killed and wounding 11 more militants in the areas of Salibu-Pagatin-Mamasapano and Shariff Aguak, Maguindanao.

The troops of 40th Infantry Battalion headed by LtCol. Rogelio Gabi were able to recover the cadavers of slain BIFF militants in Brgy. Inaladan, Shariff Saydona Mustapha. Among those dead bodies, one is believed to be a foreigner with a semblance of a Middle Eastern National.

Relentless military airstrikes and artillery fires were unleashed on focused military operation in Brgy Inaladan where the government troops encountered a number of terror group while the military clearing operation was conducted.

Government forces have identified 17 of the 20 eliminated BIFF members as Abdul Karim Kadil, Yusop Lakiman, alias Paks/Pagal, Yusop alias Bastardo, Musa alias USA, Dungadong alias Dong, Hamer Lakiman, Alladin Bagundong, Baser Abdula, Muhalidin Akob, Ansare Mukalir, Datokan Masala, Mutasir Manap, Kage Manap, Duang Ali , Mubarak Antoling, and Yusop Kadir.

Ground troops are still scouring the area to painstakingly identify the remains of three more BIFF militants. From the said encounter site, the troops were able also to recover several war paraphernalia and Anti-Personnel Mines.

Early dawn of March 11, 2019, The Joint Task Force Central (JTFC) launched a surgical air and artillery mission to clearly identify and confirmed targets of operation against the DAESH inspired terrorist group

The said operation was precisely zeroed in a specific area with a help of a concern citizen who relayed reliable information regarding the consolidation of the fully armed terrorist group in the said barangay.

Some local residents also reported to the authorities that the terror group forcible occupied their houses since February that pushed them to leave because of fear.

Former BIFF rebels who surrendered to JTFC also confirmed the said information to precisely locate the the terror group.

The JTFC is determined bring about peace in Central Mindanao by defeating these threat groups and prevent them from carrying out any terror activities.

“We will go after the bandits to safeguard the civilians and put an end to this menace of society,” Major General Cirilito E. Sobejana, Commander 6th Infantry Division said.

“Soldiers of the 6ID have been vigilantly guarding the entire Central Mindanao in order to constrict the firefight in specific engagement areas and continue to pursue the remnants of the terror group,” the Commander added.

On the other hand, one of the government troop has made an ultimate sacrifice and 11 others were wounded in fighting against the terrorist group just to ensure the safety and security of civilian communities.(Andy Orobia)

Mayor Edna V. Ogca Benito deliver her 6th SOMA during the 59th Founding Anniversary of Balabagan


Balabagan, Lanao Sur - Mayor Edna V. Ogca Benito of this municipality challenged the new Bangsamoro government of the Autonomous Region in Muslim Mindanao (BARMM) to continue the unfinished programs and projects of the defunct ARMM in order they continue and  serve good services to the people  most especially  in her municipality, the mayor said. 

Benito cited the   unfinished projects of the DPWH-ARMM now the MPWH of BARMM that affects the growing economy of her municipality because her constituents expecting  those projects most especially the housing projects of ARMM-BRIDGE na  "Apat na Dapat" program of the defunct ARMM government,   " Nanawagan po ako kay  ICM Alhaj Murad Ebrahim to please help me to  continue  those  projects for the people of Balagaban.

"I do the best for the people of Balabagan, I give their needs and I will give everything  in order to uplift their living conditions", said the mayor during  her  6th State of Municipal Address just earlier ( March 15, 2019).

Meanwhile, the 59th foundation  anniversary of Balabagan was very successful  and meaningful celebration because of the full supports of the people and different line  agencies coming from national and local government.

The mayor was very thankful  to all visitors coming from different  line agencies of BARMM reperesented by BTA- Ebrahim Alih, former ARMM RVG Al-Rashied Haron Lukman, Municipal Line Agencies, teachers, students and the whole  people of Balabagan together with  OPAPP Asec  Dickson P. Hermoso was the guest speaker in the said occasion.

The concert is one of the  the climax of the year events celebrating the 59th foundation anniversary and is  part of campaign of Mayor Edna V. Ogca Benito to show her love through socialization.


In the middle of concert, the  government of this municipality  completely giving the most other awaited  events that night that rock the viewer to the  max which is  the 30 minutes fireworks display that amidst beautiful scenery by surpassing loveliness of every people seen in the lovely sky that night of March 14, 2019 in Balabagan, Lanao del Sur.

Palace brings Cabinet Assistance System to provinces

PALO, Leyte -- The central government is bringing its Cabinet Assistance System (CAS) meetings to provinces in a bid to widen discussions on issues affecting the countryside.

Cabinet Secretary Karlo Nograles told reporters on Friday that this is the first time that undersecretaries and assistant secretaries participating in CAS meetings convened outside Metro Manila.

“Beginning this month, we will hold CAS meeting in provinces. The purpose of bringing this to the regions is to provide opportunities for national officials to touch base with people on the ground and see how government can help improve lives of people,” Nograles said in a press briefing here.

The CAS held its monthly meeting at the National Economic and Development Authority (NEDA) 8 (Eastern Visayas) here. Among the national issues tackled were the water shortage in Metro Manila, the implementation of the Rice Tariffication Act, the executive order empowering the agrarian reform beneficiaries, the status of legislative agenda, and climate change.

The Eastern Visayas Regional Development Council also presented the security issues and concerns of the 
region, the 2018 socio-economic report, and post-“Yolanda” housing projects status.

“We have been taking note of different issues and concerns and address these within our level,” Nograles said.

Executive Order 9, issued on Dec. 1, 2016, mandates the Cabinet Secretary to convene the Cabinet Assistance System that handles priority areas or subjects that require special and immediate attention, as identified and recommended by department secretaries. (PNA /PNA)

Through this innovation for change, to think equal and be a smart, Hadja Rowena Kong  Ahaja conducted cooking competition in order to empowered women to give a good food to their family and same time for an option to livelihood.

Aside Cooking,  Ms Ahaja also  conducted a dance competition, to enhance their self-confidence.

Unrecognized war hero of Basilan seeks aid after paralysis


MANILA -- Twenty years may have passed but Master Sergeant Juanillo Tubil could still vividly remember how he and his 18 Civilian Armed Forces Geographical Unit (CAFGU) men reinforced a troop of cops who were almost wiped out by the terrorist Abu Sayyaf Group (ASG) in 1998.

"We were guarding our territory then when a civilian rushed to tell us that the Abu Sayyaf is already murdering a group of police officers who ambushed their location, sabi ko dapat tulungan namin sila, hindi dapat pabayaan baka maubos sila doon (I said to myself we should help. it's the terrorists versus police, they may kill them all)," he said.

Ready for the unplanned battle, they rushed to Barangay Tumakid in Lamitan City, Basilan.

"Pagdating namin, dalawa na yung patay sa mga pulis kasali si Chief Romo, may mga sugatan, tapos yung iba tumakbo na palayo, humingi ng tulong (When we arrived two were already dead including Chief Romo, some were wounded while the others ran away for help)," he continued.

They were left to continue the gunfight against a whole bunch of terrorists.

"They were about 50, and we were outnumbered with 19," he said, adding that they did not know yet that it was already ASG founder and leader Khadaffy Janjalani they were battling against.

The fight that lasted almost an hour left two unknown bodies on the ground, some were dragged by Abu Sayyaf members with them as they retreated.

When more police officers came for rescue, he narrated, the fight was already over. The cops just gathered the bodies and then went back to their office.

As then Basilan Governor Ustadz Wahab M. Akbar checked the bodies, he recognized one of them.
"Si Janjalani raw pala yun sinabi ni Akbar. Alam nya kasi magkaklase pala sila dati, bago siya naging terorista (Akbar said it was Janjalani. He knows him because he and Janjalani were classmates before the latter became a terrorist)," Tubil recounted.

Much to their disappointment, some police personnel already claimed the bounty for Janjalani's neutralization, which is worth over PHP1 million.

It was then that the ASG turned to violence to gain recognition, engaging in bombings, kidnapping, assassinations, and attacks with a special focus on Christians and foreigners. The ASG also targeted the Philippine military, consistent with the organization’s professed goal of resisting the Philippine government and establishing an independent Moro state.

Upon autopsy, the medico-legal doctor has confirmed that the bullets retrieved from gunshot wounds that peppered Janjalani's body were that of an M-14, the type of gun used by Tubil and the CAFGUs, and not from the Garand rifles used by the cops.

It was Tubil's team who gunned down the ASG leader and not the police officers who were already fretting as they ran away from the terror group, leaving behind their already slain comrades.

The country recognized and awarded the police officers but not them, the real heroes behind the victorious combat. But though the write-ups may have fooled the rest, the comrades of slain Janjalani who survived the attack knew it was them who killed their fellowmen.

Tubil and his family were in serious threat every day after that attack. But CAFGUs helped keep them safe, accompanying his children and wife at home and in school.
His security though was not protected after a decade.

In 2008, a group of terrorists ambushed him on his way home and he was hit on the left kidney and another bullet pierced his spine.

He sought treatment at the Armed Forces of the Philippines (AFP) Medical Center but was denied of Complete Disability Discharge (CDD) when he was forced to retire from the service in 2014.

As he was penniless, he went home to Basilan. And with no access to physical therapy for 11 years, he is now paralyzed from the hip down with little to no chances of mobilization. The once courageous soldier Tubil is now bound in wheelchair.

Thankfully, his nephew's arms grew strong enough to carry him around when climbing stairs and getting up to vehicles.

But for the excruciating pain in his legs though, his nephew or anyone in his family can only stare at him helplessly.

While waiting for his ride home, his seatmate would hear him say in a low voice, "bahala na sanang walang trabaho pero hindi paralisado (it would have been better if I was just out-of-job but I am out-of-job and paralyzed)". 

His only wish right now is to at least talk with Secretary Martin Andanar or to President Rodrigo Duterte to help him with his pension and other benefits.

"Nagsulat na ako kay President Duterte pero pina-LBC ko kasi yun, sana nabasa nya. Sana matulungan nila ako (I already wrote to President Duterte but it was via LBC, I hope he was able to read it. I hope he can help me)," he said.

The decorated military official said he has strong hopes that the Duterte Administration will hear him as he can see in the news and from his former colleagues that the president is emphatic towards soldiers.

"I hope my wish will be granted just before I pass away, at least I could give assistance to my family," he said. (PNA/By Christine Cudis)


Court upholds denial of graft raps vs. Misuari

 MANILA -- The Sandiganbayan has upheld its ruling that denied the motion seeking to dismiss the graft and malversation cases against former Autonomous Region in Muslim Mindanao (ARMM) governor Nur Misuari over the alleged anomalous procurement of more than PHP77-million worth of Information Technology (IT) packages in 2000 and 2001.

“The Court finds the subject motion for reconsideration unmeritorious,” the Sandiganbayan’s 3rd Division said in its resolution dated March 8.

“It bears stressing that accused-movant Misuari merely rehashed the same arguments regarding his alleged non-liability and lack of participation in the offenses charged, which were raised in his omnibus motion to dismiss and defer arraignment,” it added.

“The Court must stress that a comprehensive consideration of the merits of the prosecution's evidence and the defense's arguments, as to the alleged weakness thereof, is premature at this point and better left to trial on the merits. Suffice it to say that the Court has long determined the existence of probable cause and has already resolved to proceed with trial to afford all the parties the full opportunity to present their case,” the court said.

n his motion, Misuari asked the Sandiganbayan to reconsider its ruling dated Nov. 29, 2018, which denied his omnibus motion to dismiss and defer arraignment dated September 12 that year.

He reiterated that the court failed to consider that he only served as ARMM governor until Sept. 30, 2001 and that he was no longer a public officer when the alleged anomalous transactions were consummated in 2003 and 2004.

Misuari added that he was illegally detained from 2001 to 2008 and that he did not receive any money or funds that are subject of the complaint as payment was made when he was no longer ARMM governor.

“These arguments are not evidentiary in nature that require ventilation in a full-blown trial as the Court may take judicial notice of the same,” he said.

In its opposition, the prosecution argued that Misuari merely raised the same arguments or matters that have already been raised in his verified omnibus motion to dismiss and defer arraignment.

It added that for a motion for reconsideration to be given proper judicial cognizance, it "must contain not merely a reiteration of the arguments already submitted to and considered without merit by the Court."

The prosecution argued that "there is no truth to the claim of accused Misuari that he had no participation in the consummation of the transactions subject of the Information".
It cited the following documents that Misuari allegedly signed and approved in his capacity as ARMM governor:

For the transaction with MBJ Learning Tools: requisition issue voucher dated Dec. 21, 2000 for the procurement of PHP31-million worth of 124 sets of IT package for elementary and high schools; purchase order dated Dec. 23, 2000; and disbursement voucher No. 101-01-08-3190 for the payment of the IT package; 

For the transaction with CPR Publishing House: requisition and issue voucher dated July 24, 2001 for the procurement of PHP46,261,260 worth of 170 sets of Multi-Media IT package from CPR intended for elementary and high schools; purchase order dated July 30, 2001; and undated disbursement voucher of PHP46,261,260 for the payment of the Multi-Media IT package. (PNA/ By Perfecto Raymundo, Jr.)
