Army rescue motorists due to heavy rains lambasted in Polanco, ZamboNorte

Delarosa and 9 enlisted personnel recued motorists and commuters to cross their vehicles and motorcycles along the flooded area of barangay Sianib, Polanco due to heavy rains early last night. NYC declare Nov.25 as National Day for Youth in Climate Action

The National Youth Commission (NYC) together with the Climate Change Commission (CCC) and the Yes Pinoy Foundation (YPF) will lead the celebration of the National Day for Youth in Climate Action or the #NowPh (Not on our Watch Philippines) Day on November 25, 2016.

This celebration is in line with Proclamation No. 1160 issued on November 12, 2015 declaring November 25 of every year as the “National Day for Youth in Climate Action.”

This year’s #NowPH celebration will feature arts and music as a means of expressing climate change issues to raise awareness and promote collective action. Young leaders, including indigenous people will join us as we express solidarity with the environment and call for more meaningful climate action.

The celebration is a one-day event with two major activities. The second activity will be a two-hour production showcasing the outputs of the group sessions with performances from mainstream young artists.

This will highlight the vital role of the youth sector in enhancing the resiliency of their local communities and observing the rights of indigenous tribes and vulnerable sectors.

NYC distributed stickers on child safety campaign in accordance the national children's month celebration

The  2016 National Children’s Month (NCM) celebration,the NYC conducted  a  "POST A STICKER ON CHILD SAFETY with the theme: Batas Trapiko’ySundin, Kaligtasan ng mga Bata Isipin in line with the observance of the celebrationof the 24th National Children’s Month celebration spearheaded by the said office.



The said  National Youth Commission with the Council for the Welfare of Children (CWC) and the Department of Social Welfare and Development (DSWD) lead the observance of the National Children’s Month (NCM) during the month of November of every year pursuant to on Republic Act 10661, otherwise known as “National Children’s Month Act”. 

The major NCM activity of the said office, the "POST A STICKER ON CHILD SAFETY" campaign remind drivers of Jeepney, bus, FX/UV express, tricycle and motor vehicle to be extra cautious when driving as children on board as passenger.  

Based on the 2013 data from the Department of Public Works and Highway – Traffic Accident Recording and Analysis System, 1,513 people have died due to road accidents. The World Health Organization (WHO), however, has put the Philippine estimate much higher at 10,379 fatalities.

According the report reached by the office of the NYC, the road traffic deaths in the Philippines accounts 53% motorcycle riders, 19% pedestrians, 14% 4-wheeled vehicle drivers, 11% 4 wheeled vehicle passengers followed by Cyclist with 2% and other 1%.

While the Philippines has laws regulating speed limit, mandating the use of motorcycle helmets and seatbelts and prohibiting drunk driving, these laws have not been sufficiently implemented.

The message indicated in the sticker to be distributed and disseminated to remind drivers of all vehicles stated “BATAS TRAPIKO’Y SUNDIN; KALIGTASAN NG MGA BATA ISIPIN!”. Educating and reminding our drivers will make a lot of difference in ensuring safety and protection of our children riders. IED bombs hit police car in Maguindanao

Cotabato City , Philippines – An Improvised bombs hit the police  car in Maguindano while they conducting patrol around the province last Tuesday night that damaged the police car said police.

Police said , while they approaching the barangay Satan in Shariff Aquak,  near the old provincial capitol of Maguindanao, the bombs explode the approaching police car but nobody hurts among the police officers of Datu Odin Sinsuat police onboard  during the incident.

Police Inspector Rasul Pandulo,  Maguindano Police spokesperson said, that the said improvised bombs  is just an IED fashioned, without nails or sharp nails was set off at about 9 in the evening of the same day.

Young Leaders from Sulu join the 4 day educational tour in KL, Malaysia

CAMP AGUINALDO, Quezon City, Philippines - Recognizing the youth’s role in peace and development, 50 young Muslim leaders from Sulu will join a four-day educational tour in Kuala Lumpur, Malaysia.
Public Affairs Office, Armed Forces of the Philippines Chief Marine Colonel Edgard A Arevalo disclosed that the tour, scheduled on 23 to 26 November, is expected to bolster the Muslim youth’s participation in resolving the peace and security issues in their home-province.
"General Ricardo R Visaya, AFP Chief of Staff, directed the Western Mindanao Command to involve Sulu’s budding leaders in the activity to motivate them in becoming advocates of peace, harmony, and good governance,” Col Arevalo said.
The educational tour will include a courtesy call to the Dewan Rakyat (House of Representatives) Speaker Pandikir Amin Mulia followed by a meeting with the Global Movement of Moderates, an initiative that rejects all forms of extremism.
The tour intends to expose the participants, all graduates of the Youth Leadership Summit, to a predominantly Muslim society that is peaceful and progressive, characterized by obedience to the law and authorities by the citizens, and good governance by their leaders.
In line with this intention, the participants will also visit the Malaysia Digital Economy Corporation, a Malaysian government-owned agency pioneering the country’s “digital future” characterized by fully developed economic, environmental, and social sectors of society.
The visit will culminate with an interaction with the Chinese, Malay, and Indian communities along with the Union of Muslim Filipinos-Malaysia.
“The intention of this activity is to motivate the Muslim youth to be advocates of peace, harmony, and good governance. It is our hope that these youth leaders will assimilate tolerance, acceptance, and respect for cultural diversity,” General Visaya said.
The youth leaders will be accompanied by representatives from Sulu Local Government Unit, Department of Education, National Youth Commission, and the AFP led by Brigadier General Jose P Cabanban, Deputy Commander of Western Mindanao Command. They are set to leave Zamboanga City for Malaysia aboard one C-130 aircraft on November 22.

2 drug suspects was shot to death by assailant - while on their way to police crime lab

Dipolog City, Philippines - Shooting incident occurred at about 9:25 in the afternoon of November 21, 2016 in Airport Drive, Barangay Minaog, Dipolog City, wherein operatives of Zamboanga Norte of PDEA led by agent Jury Rocarmora, transported the arrested suspect Crisanto Tolentino Gulang alias MARAL and Jeanet Villaflores Acevedo both of Purok Pag-asa, Barra, Dipolog City

The said arrested persons were apprehended by joint elements of Dipolog City Police Station, ZNPDEA, ZNCIDG and ZNHPG by virtue of Search Warrant No.11010-10 dated November 10, 2016 issued by Hon. Judge Ric Bastasa of RTC branch 10 earlier.

While the two (2) suspects, Crisanto Tolentino Gulang alias Maral and Jeanet Villaflores Acevedo were on the way to PNP Crime Laboratory for a routine urine test at about said time on board their Isuzu Crosswind vehicle escorted by five (5) PDEA personnel and upon reaching Airport Drive, Barangay Minaog, Dipolog City, their vehicle was blocked by  twelve (12)  armed men wearing bonnet and black shirt, held  them at gun point, ordered PDEA agents  to lay down their firearms, which after said gunmen shot Crisanto Gulang And Jeanet Villaflores Acevedo several times before fleeing in different direction on  board a van type vehicle and a motorcycle without plate number attached.

After the said gunmen fled to unknown direction, said team brought Crisanto Gulang to Zamboanga Del Norte Medical Center but was declared DOA by Dr. Quiachon while Jeanet Villaflores was brought to Corazon Aquino Hospital but was also declared DOA by Dr. Esturco. At about 10:00 in the evening  of the same day SOCO team arrive and process the crime scene.

Young Leaders of Sulu send to Malaysia for Educational Tour

Jolo, Sulu, Philippines - The Armed Forces of the Philippines through the Western Mindanao Command, Joint Task Force Sulu and  35th Infantry (Makamandag) Battalion under Lieutenant Colonel Vladimir Lenos T Villanueva Infantry (General Staff Course) Philippine Army spearheaded the send-off ceremony to the 50 Young Leaders of Sulu, four Department of Education Sulu and four Local Government Units of Sulu representatives going to Kuala Lumpur, Malaysia via C130 plane for the six days free educational tour from November 22 to November  27, 2016.

The participants are members of the Youth Leadership Summit Alumni in the municipalities of Jolo, Patikul, Talipao and Parang. The purpose of the tour is to expose the youth to a predominantly Muslim society which is peaceful and progressive due to obedience to the law and to authorities by the citizens; and, good governance by their leaders. Likewise, the attendees will be motivated to be advocate of peace, harmony and good governance in their communities and champions against violence, crime and corruption.


The activity was put into action with the participation and cooperation of the provincial and municipal governments of Sulu. All expenses such as passports and clearances processing, meals, transportation and other requirements were all paid by the AFP and LGU of Sulu.

This benevolence is part of the government effort in defeating the Abu Sayyaf Group and subsequently winning the peac e in Sulu through Youth engagement.                                    

 



Lanao Police recovered high powered firearms - 3 suspects arrested

LANAO DEL NORTE, Philippines —Police operatives arrested three suspects for illegal possession of firearms early this week.

Authority identified the suspect as Marogong Radiab, Madrigal Langitao and Noaim Radiab all are residents of Baranda, Salvador in this province.

A joint element from police and army has made the operation possible. Among the groups were the CIDG IC headed by Police Senior Inspector Gerson Soliven of Provincial Intelligence Branch of Police, Police Superintendent Henry Monta of Lanao Del Norte Provincial Police Office , Police Public Safety Company headed by Police Superintendent Rolan Batolan, Salvador police office headed by Police Senior Inspector Wilson Miflores, 12SAC SAF headed by Police Chief Inspector Bjom John Labos with Tubod police personnel headed by Police Senior Inspector Javier Tanog, RID PRO 10 headed by SPO3 Imran Ali and 15th IB of Philippine Army headed by 1st Lieutenant Jonell Vecino.

2016 Multi-billion projects in Sulu implemented – Engr. Abdulmunir I. Hadjirul

Jolo, Sulu , Philippines - At least 70 multi-billion projects of the Department of Public Works and Highways (DPWH) 1st  Engineering district Sulu are almost completed and implemented despite some problem encountered in the implementation due to the unstable peace and order in the province.

District Engineer Abdulmunir I. Hadjirul said there are more than  70 projects includes the farm-to-market roads, concreting of all streets along Jolo markets and other areas, water systems, construction of some drainage and canals, expansion of Jolo seaports, construction of seawalls in different areas, deep-wells and other projects implemented in eight municipalities.

Hadjirul said that the municipalities inside the 1st district of Sulu are the following, Jolo, Patikul, Maimbung, Panglima-Tahil, Talipao, Indanan, Pangutaran and Parang.

He added that the eight municipalities are now benefited the multi-billion projects of the Autonomous Region of Muslim Mindanao.

Engr. Hadjirul also said this 2015 multi-billion projects are fully implemented in 2016. Because almost the budget released only in 2016, they immediately implemented the projects even the budget is not fully-released, he added.

 “We want to give good services for the people of Sulu,” said Hadjirul in an interview lately . The water works expansion and source development in Jolo project is the only project of the DPWH, 1st district remaining project because they are waiting the World-field constructor, said the District Engineer.

The project amounted to P70 Million. Hadjirul also said that 2016 budget for 1st district-Sulu are 56 proposed projects and it was already approved in the regions.

 The projects include the additional Farm-to-Market roads in 8 municipalities, major roads, connecting roads, municipal roads, provincial roads, seaport rehabilitations, sea shore protections, water system, renovation and expansion of DPWH office. One time, big time drug operation nabs drug users


KAPATAGAN, Lanao Norte, Philippines —At least 15 drug users and pushers arrested in one big-time drug operations of the provincial police intelligence operatives led by Police Superintendent Henry Monta and 1st Lieutenant Junill R. Vecino of 15th Infantry battalion of Philippine Army and Malvin Loquente of Kapatagan Police here.

During the operations, 15 drug users and pushers were arrested are residents of Purok 3, Umpa compound, in this town. Town mayor Barry Baguio he himself personally handed the search warrant to certain Celso Nuena Benjamin, the suspected drug pusher. Police said Benjamin’s resident was allegedly identified as drug den.

The police recovered in the area 14 sachet, suspected as shabu, drug paraphernalia and P8,589.00 cash money.


Meanwhile, resident of certain Misangcad Guro was also raided by the law enforcer in separate operation. Ten (10) Abussayaf members killed during Military assault in Patikul

Zamboanga City, Philippines   – Heavy gunfire ensued between operating troops of the 35th Infantry Battalion under the Joint Task Force Sulu and members of the Abu Sayyaf Group (ASG) as the military continues to intensify the conduct of focused military operations at Sitio Dyundangan, Brgy Buhanginan, Patikul, Sulu, Southern Philippines (last November 18,2016 ) military official said Earlier.

Western Mindanao Command (WesMinCom) Spokesperson Maj. Filemon I. Tan Jr. disclosed that the troops from 35IB led by MAJ SADDAMA encountered more or less 150 fully armed ASG led by ASG Leader Radullan Sahiron. Firefight lasted for almost 45 minutes wherein the enemy withdrew.

Tan said that the troops had four (4) killed and nine (9) wounded in action, while the ASG suffered ten (10) Killed (3 Body Counts) and undetermined wounded based on ground units and intelligence reports.

Immediately, indirect fire support were delivered by 105mm Howitzers while other units conducted pursuit and blocking operations. JTF SULU is facilitating Casualty Evacuation and directed S76 air ambulance to conduct CASEVAC from Sulu to Camp Navarro General Hospital in Zamboanga City. All units were directed to establish checkpoints in their respective areas, he added.

Despite the casualties incurred, the military continues to conduct combat operations against the ASG to destroy the bandits, rescue the kidnap victims and deter terror attacks perpetrated by the bandit group in the province of Sulu and possibly in other provinces as well.(PR News/with report by Jong Cadion/posted by Becky D. Farmer shot to death by co-farmers in Naga, Zambo-Sibugay

Zamboanga City, Philippines - Shooting incident transpired at sitio Pangpang, Barangay Bangkaw-Bangkaw, Naga, Zamboanga Sibugay at about 10:50 AM of November 17, 2016.

The victim identified as Jessie Paul  Abdurahim, 59 years old, married, male and resident of Purok Dama De Noche Barangay Poblacion, Naga, was shot to death by a certain Hasim Alsree Y Baladji, 52 years old, male, resident of Barangay Bangkaw-Bangkaw, Naga.

Initial investigation disclosed that prior to the incident victim identified as Jessie Paul together with his brother in law Rico Ong Esperanza, 56 years old, married and a resident of Purok Dama De Noche, Barangay Poblacion Naga, preceeded to the mentioned place of incident purposely to cultivate the family farm land of the victim.

After a few minutes  of the same day , the suspect Hasim Alsree arrived and had conversation with the victim but after a few minutes it resulted to a heated argument that subsequently turned into a shoot-out as both the suspect and the victim drew their respective firearms, a caliber .45 pistol based on the recovered empty shells from the crime scene and also the testimony of the witness.

Further investigation revealed that the son of the suspect identified as Jhon Paul Alsree arrived and also shot the victim.

Suspect Hasim sustained gunshot wounds on different parts of his body and was immediately brought by his direct family to Zamboanga Sibugay Provincial Hospital for medication while his son escaped towards unknown direction after the incident.

It also revealed that the victim and the suspect/s are relatives by blood and the suspect Hasim was the former tenant of the parents of the victim. Motive of incident is believed to be land conflict. 5IB and CAFGU Personnel Donates Blood for the Needy Constituents

Brgy Del Pilar, Piñan, Zamboanga del Norte, Philippines - The 5th Infantry (Duty-Bound) Battalion (CADRE) under the leadership of Lieutenant Colonel Marces T. Gayat  of Philippine Army  participated the Joint Bloodletting activity of the Philippine Red Cross (PRC), Zamboanga del Norte andBombo Radio Philippine Chapters headed by Ms.Everlyn V.  Pamagan,Acting Station Manager, Radio Bombo Philippineson November12, 2016at Lee Plaza Central,Dipolog City.
The activity started at 9 o’clock in the morning with an orientation of the donors given by Ms.Ferlyn A.Candelaria, OIC of PRC-ZDN Chapter whereinshe discussed the benefits of blood renewal to the body by having sufficient supply of oxygen. A total of twenty-five (25) bags equivalent to eleven thousand two hundred and fifty cubic centiliters (11,250cc)of blood were successfully extracted and turned over to the PRC after the activity.Among the qualified blood donors were the 5IB personnel, the Zamboangadel Norte CAFGU Active Auxiliaries(CAAs) and Special CAA personnel of Dipolog City.

TheDuty-Bound Battalion is relentlessly supporting the PRCin its endeavor tosustain the availability of affordable blood supply for the less fortunate citizens. For the Duty-Bound troopers, it is one of our waysin giving assistance to the needy especially those who suffered dengue disease. 112 CAFGU Active Auxiliaries (CAAs) Anew Finishes Basic Military Training

 Brgy Del Pilar, Piñan, Zamboanga del Norte, Philippines - The 5th Infantry (Duty-Bound) Battalion (CADRE) under the leadership of its Commanding Officer Lieutenant Colonel Marces T. Gayat of Philippine Army declares the One Hundred and Twelve (112) new CAFGU Active Auxiliaries (CAAs) graduates of the Basic Military Training Classes 05 & 06 – 2016 during its Closing Ceremony held at 5IB CAFGU Training Center (CTC), Barangay Pikalawag, Sultan Naga Dimaporo, Lanao del Norte on 11 November 2016.

The CAA Basic Military Training aims to educate and equipped the new CAAs with the basic military skills. It also seeks to give them formal knowledge and training on squad tactics which is essential in the official discharge of their function being the AFP’s force multiplier and as they are formally introduced and organized under the basic military unit of the Philippine Army – the SQUAD. Finally the training also serves as an avenue to further foster the discipline and values which are indispensable attributes of good public servants in the community.

During the Closing Ceremony, the Guest of Honor and Speaker Lieutenant Colonel  Pompeyo Jason M. Almagro, Commanding Officer of 55th Infantry (Vigilant) Battalion stationed in Brgy Burgos, Oroqueta City, congratulated the newly graduates and commend the training committee for the successful trainings. 

In his speech, he emphasized the value of discipline particularly in the military service he said.  “ Discipline can be developed through trainings and that’s the reason why all civilians who signify their intention to join the military or the profession of arms must undergo the basic military training” he added.

 He further explained that said training caters the need of new CAAs to build their self-esteem and confidence, elevate their standard of conduct, and level of expertise and competence in the military profession, in order for them to effectively address the security threat posed by the CPP/NPA/NDF (CNN), Southern Philippines Secessionist Group (SPSG) and other lawless elements operating in the area.  The CAFGU, he said, serves as force multiplier and left behind forces that directly safeguard the barangays under the Integrated Territorial Defense System (ITDS) which makes every community a safe and better place to live in. Kidnap victim Elmer Romoc freed in Jolo, Sulu

Zamboanga City, Philippines – Police Chief Superintendent Billy Beltran said that the recent abduction of Elmer and Nora Romoc with their son Ericson Romoc last  August 5, 2016 by seven unidentified persons who were armed with high-powered firearms, clad in camouflaged uniforms and wearing bonnets at the victim’s residence in Barangay Kulisap, Payao, Zamboanga Sibugay was released by their abductors, said police official yesterday.


The released at  about 7:15 in the morning  of November 15, 2016, the Kidnap Victim Elmer Romoc arrived in Zamboanga City after he was released from captivity by his captors in Jolo, Sulu.

 The kidnap victim, who arrived from Jolo on board a passenger vessel m/v bounty cruiser, was fetched by elements of AKG MFU led by Police Senior Inspector Mike D.Diaz together with members of the Romoc family after disembarking from the said vessel at the port of Zamboanga city.

Subsequently, the kidnap victim Elmer Romoc was brought to the PNP health service 9 in Camp Batalla, Zamboanga City for medical examination and stress debriefing and thereafter he was brought to the office of AKG MFU for debriefing. T

The release of kidnap victim was made through a series of negotiations initiated by personnel of AKG9 MFU, who assumed operational jurisdiction on the incident, after his captors made ransom demands for his release and captivity.

Free cellphones to all barangay captains of 1st District Sulu - Engineer Abdulmunir Hadjirul

The Department of Public Works of Highways of 1st District Sulu  under District Engineer Abdulmunir Hadjirul told reporters earlier that his department give free cell phones to those working barangay captains of his district recently.

Ex-barangay Captain was shot to death and 3 others wounded by the gunmen in Sirawai

Zamboanga City, Philippines - The late Ex-barangay Captain Bobong Manangca was in front of his house together with the three victims who was his tenants and about to take their lunch when suddenly the suspects arrived armed with Cal .45 pistol, hand grenade, M14 and homemade shotgun and without any provocation, the suspects open fired to the victims.

And relative to said incident certain Teresa Ginja, 37 year old, wife of Andy Ginja also sustained gunshot wounds on her back. That at about 9:00 o’clock in the morning of November 13, 2016 the late victim Ex-barangay Captain Bobong Lumigis Manangca was buried at Barangay Balubuan, Sirawai, Zamboanga Del Norte by his immediate family.

The three (3) other wounded were still at Zamboanga Medical Center and now in a stable medical condition. at about 5:00 o’clock in the afternoon of November 13, 2016, the wife of the late Bobong Lumigis Manangca identified as Tatah Conding Mangca, 37 year old, and elder sister of the victim identified as  Julaiha Lukman Anwari, 45 year old, separated appeared to Sirawai MPS and executed their Judicial Affidavit as complainant and witness to said incident and positively identify all the suspects of ex-Barangay Captain Bobong Lumigis Manangca as: Bating Lumigis, Haron Muntong, Basser Sabbudin, Alih Lumigis, Mahaimin Lumigis, Ibrahim Sabuddin, and Ato Lumigis.

The motive of the incident is still to be determined. However, based on the collective information gathered by Sirawai Municipal Police Station , the victim was being suspected as one of the informers of Sirawai Police, wherein the police served a Search Warrant at the resident of Erwin Dacula that then resulted to the death of Mohammad Sabuddin (relative of the suspects) after the shootout.n (with report by PRO9/posted by Becky D. de Asis- The Redline News Philippines)

Kabataan Para sa Pagbabago Leadership Summit launch in UP Diliman


The National Youth Commission (NYC) and the Kabataan Para sa Pagbabago (KPP) will launch its first Leadership Summit on Thursday, November 17, 2016, at the National College of Public Administration and Governance, UP Diliman, Quezon City.

This will be attended by at least 200 youth and students from various schools and universities across the country.

Campaign for zero hunger to be launched in a forum

Cebu City, Philippines - More than a hundred local and national organizations will launch today a national campaign to end hunger in the Philippines through a forum to be held at the Talamban Campus of the University of San Carlos in Cebu City.

The idea, according to Pamela Baricuatro, executive director of the SimplyShare Foundation Inc., one of the initiating organizations, is to push for more attention to be given by the administration of Pres. Rodrigo Duterte to the hunger concerns of the country.

With the forum, the organizers intends to kick off a series of activities all related to what it called as the Philippine Initiative for Zero Hunger (PIZH) that would lead to the passage of a law creating the Zero Hunger Commission. “If the hunger problem can be given attention at a level similar to the one given to the illegal drug problem, better conditions could definitely be expected for Filipinos experiencing the lack of food all these years,” Baricuatro said.

Hunger, according to the Manila-based Stop Hunger Now–Philippines (SHNP), is a serious health concern. The organization cited a 2013 report that linked the 31,000 deaths among children under five years old in the Philippines to being underweight which is the result of malnutrition.

SHNP also cited the increasing number of Filipinos experiencing hunger in the last 15 years. It noted on the Social Weather Station report that found 18.3% or around 21 million Filipinos rating themselves to have experienced hunger in 2014, a big jump from just 8.3% in 1999.

In contrast, SHNP said in its paper, countries in the ASEAN region saw the reduction of the chronologically hungry in their respective areas. Laos, it added, reduced its hunger rate by 9.2%, Vietnam by 75.1%, Indonesia by 43.8%, Thailand by 79.8% and Cambodia by 37.8%.

Secretary Jesus Dureza of the Office of the Presidential Adviser on the Peace Process (OPAPP), the guest speaker of the forum, is expected to link hunger to the peace problem of the country and present the proposed solution to the twin concerns.

Dr. Mario Capanzana, director of the Food and Nutrition Research Institute, will touch on the details of the hunger problems in the Philippines.

127 enlisted personnel of 5th Infantry Battalion of Phil.Army recieved promotions

MNLF Misuari faction to be engaged by govt separately

MANILA, Philippines – The Office of the Presidential Adviser on the Peace Process (OPAPP) Secretary Jesus G. Dureza pointed out that the concerns of the group of Moro National Liberation Front (MNLF) founding chairman Nur Misuari and his followers will have to be handled separate from that of the Moro Islamic Liberation Front (MILF) and MNLF Muslimin Sema faction.

The Misuari group, according to Dureza, will constitute its own five-person panel that the government will soon engage with. This panel will work on the completion of the remaining commitments under the 1996 Final Peace Agreement and the recently-concluded Tripartite Review Process on the said peace deal between the government, the MNLF, and the Organization of Islamic Cooperation (OIC).

Misuari, who was temporarily released by the court so he can participate in the Bangsamoro peace process, opted not to take part in the newly-constituted Bangsamoro Transition Commission (BTC) to draft an enabling law for the future Bangsamoro government.

“We will engage with his panel by coming up with inputs that, later on, will be submitted to Congress,” Dureza expounded, adding that Misuari’s decision was based on his “principled position” in the peace process.

“Chairman Nur Misuari has principled position since the BTC is a mechanism of the CAB. Of course, you should understand that Chairman Nur Misuari makes reference to government and MNLF’s 1996 Final Peace Agreement. He has not yet abandon that agreement,” Dureza clarified.

Following the release of the court order for his temporary freedom, Misuari flew directly from Sulu to meet Duterte in Malacanan Palace last 3 November upon the invitation of the president to tackle the peace process in Mindanao. Misuari affirmed his commitment on Duterte's thrust to bring permanent peace in Mindanao.

Prior to their meeting, Duterte acknowledged Misuari's important role in the Bangsamoro peace process. Dureza, meanwhile, said that Misuari was instrumental in the recent releases of hostages held by the Abu Sayyaf.

Convergence of MNLF-MILF peace tracks

Dureza explained that both the Misuari panel and the BTC will submit their respective proposals to the Congress.

“The MILF and the BTC will craft their proposed enabling law… The Misuari panel’s draft may be towards enhancing Republic Act 9054 or the ARMM (Autonomous Region in Muslim Mindanao) law. They still have reservations in the law as far as the implementation is concerned,” Dureza explained.

These reservations were tackled during the review process which resulted to the 42 consensus points, the creation of Bangsamoro Development Assistance Fund for conflict-affected areas, the establishment of a Tripartite Implementation Monitoring Committee that will oversee the delivery of the agreements during the review, and the Interim Agreement on the Strategic Minerals.

Dureza pointed out that the inputs from both the BTC and Misuari panel will be submitted and reconciled in the Congress.

“The convergence will take place in the Congress – the Congress will craft one Bangsamoro law for all of us. We will trust the Congress to reconcile these differences if any,” the peace adviser clarified. (PR/posted by Becky D. de Asis - The Redline News)
