GIVING VALUE TO TRADITIONAL ART - Cong. Sitti Djalia Turabin of Basilan

Assalamu alaikum warahmatullahi taala wabarakatuh.
Madame Speaker, fellow members of the People’s House, I beg your indulgence as this representation, a daughter of the province of Basilan, Autonomous Region in Muslim Mindanao, bring forward an observation brought about by the Miss Universe pre-pageant event featuring our very own Mindanao Tapestry.
As a Filipino playing host to this prestigious event, I set aside my own personal convictions on beauty pageants and join the entire nation take pride in this privilege. We salute and give due recognition to the men and women working hard to make this a success for and in behalf of the country and the Filipino people.
As representative of Anak Mindano, we further take pride in the showcase of the tapestry and fabrics representing the richness of each of our ethnic communities, a tribute to our colorfully diverse heritage.
We are however very much disheartened to take notice of the fact that our very own Yakan Tennun or popularly known as Yakan weave or cloth was presented as a fabric from Region IX instead of from the Autonomous Region in Muslim Mindanao. We recognize the presence of a Yakan Village in Zamboanga City promoted as a popular tourist destination producing Yakan Tennun and we are sincerely grateful for this support to our traditional art. Indeed we need all the help we can get in the preservation and promotion of our local products.
However, this is also why we see the need to bring this matter forward. Our Yakan tennun, is not just a product, it is a traditional art, one of the priceless traditional arts of weaving among the Muslim ethnic groups in the region along with the Landap of the Maranaos, the Inaul of the Maguindanawons, the Pis siyabit of the Tausugs, a traditional art that survived and was passed on for centuries. While those who fail to appreciate culture may perhaps see just a piece of cloth in our weaves… to us, the wisdom, the values, the very spirit of our forebears live in every single strand of every piece of cloth. It represents our identity, our very being. These colors, and patterns, and techniques, that we see and touch today, are the very same colors and patterns and techniques, created by our forebears, hundreds of years ago.
More than a product, our weaves is a tradition, rooted to our homelands. The landap, even when woven by a Maranao in Cagayan de Oro, will always be a Landap of Lanao. Just like the Abel Iloco, even when produced in Metro Manila will still be Abel Iloco. Because we are not speaking only of the cloth, but of a tradition, attached to a community.
We do not complaint about the use of our traditional arts particularly our weaves by anyone. In fact we strongly support its use and promotion by all Filipinos, as it makes us feel that we are a part of this nation, that Filipinos are not limited to those who wear Barong Tagalog.
Our only appeal, is for our traditional arts to be recognized as having originated from us. That it is our own distinct contribution. We find it unfair, when anything bad and negative and ugly can be easily said of our making, but something beautiful and precious cannot be appropriately attributed to us.
As a people, so much has already been taken away from us. We thus call upon everyone, to take on a conscious effort in ensuring that nothing more is taken away, because no people and community must be denied of their rightful heritage.
Maraming salamat po.
Inviting fellow Yakans to post photo wearing our tennun. and claim it as Yakan. Lets inform the universe that it is our heritage.

GRP to ask US to de-list Joma from terrorist list

ROME, Italy (posted by  Redline News Philippines) —The Government of the Philippines (GRP) will recommend to the President the de-listing of Communist Party of the Philippines (CPP) founding chair Jose Maria “Joma” Sison from the list of international terrorists to pave the way for his Philippine homecoming without being arrested.

This was one of the recommendations agreed upon by the GRP and the National Democratic Front (NDF) panels during the 4th day of the peace negotiations on Tuesday afternoon, January 24, here in Italy.

GRP chief negotiator Silvestre Bello III also said the de-listing of the CPP from the US list of international terrorist organizations would put into fruition the commitment of Sison to President Rodrigo Duterte to return to the Philippines as part of the ongoing peace negotiations.

President Duterte and Sison had earlier agreed to meet in any neutral Asian country once the latter is de-listed from the list of international terrorists.

The European Union (EU) has long ago removed Sison from the terrorist list.

Bello said there is basis for the US to remove the CPP and the New People's Army (NPA) from the list since its political umbrella, the NDF, and Sison are now involved in peace negotiations with the Philippine government.

If the de-listing happens, Bello said Sison can join the panels in succeeding talks anywhere outside Europe.

As an asylum seeker in The Netherlands, Sison can be barred from re-entering Europe once he travels outside the EU countries.

“Baka ang talks sa Philippines na (M aybe the talks can be held in the Philippines) because we are trying to get support from the people," Bello explained.

The inclusion of the CPP-NDF and its armed wing, the NPA, in the US terrorist list has become a stumbling block for the return of Sison to the Philippines.

The US, through its control of the International Police (Interpol), can always arrest Sison outside of EU, which is protective of the rights of people seeking political asylum in its member countries.

Sison lives in exile in Utrecht, The Netherlands when his passport was cancelled by the Philippine government under President Corazon Aquino in 1987.

The arrest of Sison will affect the GRP-NDF negotiations.

Bello said, with a new US president in Donald Trump, it is possible Sison could be removed from the list of personalities considered by the US government as terrorists.

Sison, together with a handful of young activists and members of the old communist party in the Philippines, re-established the Maoist-oriented CPP on 26 December 1968.

The following year, the CPP formed its armed wing, NPA.

Sison is the chief political consultant NDF, the political umbrella of the CPP-NPA.

The Philippine government is holding peace negotiations with the NDF to put an end to the 48-year guerrilla war in the country. ### (Press release)

Military recovered Assorted Fire Arms of NPA during encounter in Makilala

Mawab, Compostela Valley (posted by Becky D. de Asis - The Redline News Philippines)  - The 10th Infantry Division confirms that the recovered war material from a series of encounter at Brgy Biangan, Makilala, North Cotabato on January 21 and 22, 2017 between the joint elements of Makilala MPS and 39th Infantry Battalion with a lawless armed group (LAG) they are pursuing after the group harassed a truck in a bid to extort from a construction company belong to the NPA under the Guerrilla Front 51 of the Southern Mindanao Regional Committee (SMRC).

The confirmation came after the PNP SOCO processed the incident site and examined the recovered cadaver of a dead man and war items which include three high-powered rifles, three improvised explosive devices, 15 backpacks loaded with personal belongings, two handheld radios, assorted medical supplies and several subversive documents.

Several extortion letters signed by a certain Ricardo Fermiza, spokesman of Guerilla 51, Davao del Sur-North Cotabato Operation Command of the NPA, Southern Mindanao Region were also recovered. Per report from 39IB, Fermiza had been extorting from business owners and ordinary civilians since 2014.

The said items were brought by PNP SOCO at the Provincial Crime Laboratory in Kidapawan City for further evaluation and proper disposition.

On the other-hand, the recovered dead body was identified as Rojit Estampa Ranara, 33, married, resident of Sito Patulangon, Brgy Zone 1, Sta Cruz, Davao del Sur. The cadaver was claimed by her sister Lolita Estampa Ranara. The cadaver is currently laid at Torreda Funeral Homes, Makilala, North Cotabato.

On the allegation of the chief propagandist of SMRC that eight soldiers were killed during the unfortunate incident, the 10ID invites the public to scrutinize the records of the Makilala MPS, interview the people around the encounter site and check on all hospitals and funeral parlors in Regions 11 and 12 to determine who is telling the truth.

“It is very sad that while the peace talks is on-going, there are armed groups who continue to use force and violence to terrorize and extort from the people,” said Major General Valencia, Commander of 10ID. “The AFP together with the PNP as mandated by law, will always take actions to secure and protect the people against these wanton attacks,” he added. GRP, NDF agree to discuss bilateral ceasefire in Netherlands

ROME, Italy (Posted by Becky D. de Asis -The Redline News Philippines/) —The Government of the Philippines (GRP) and the National Democratic Front (NDF) have agreed to separately discuss the bilateral ceasefire when both negotiating panels meet in February in time for the depositing of identification documents of rebel leaders who are to be covered by the Joint Agreement on Safety and Immunity Guarantees (JASIG) in Utrecht,

The Netherlands. Unable to include the joint ceasefire agenda during the opening of the 3rd round of talks here in Rome, the GRP got the NDF to finally table it for discussion after a formal submission and acceptance on the part of rebel negotiators.

The meeting for the bilateral ceasefire will be held in Utrecht, according to GRP chief peace negotiator and labor secretary Silvestre Bello III. This developed after the NDF made a commitment to respond to the GRP draft bilateral proposal, which they officially received on Tuesday afternoon during the 4th day of the peace negotiations in Rome, Italy.

NDF chief negotiator Fidel Agcaoili said they will study the draft government proposal and will submit their own draft.

“They received then they initialed the draft and they proposed that, for discussion of our proposed draft, they will have to come back (in The Netherlands) on the 22nd or 24th of February,” Bello said.

He added that the meeting could last up to three days.

The government side immediately welcomed the development. "The fact that they agreed to discuss it (bilateral ceasefire) is a positive development of the [peace] process,” said.

Bello said he is confident that the commitment of the NDF to the peace process will continue to hold the separate unilateral ceasefire declaration, which the rebels have earlier hinted they are seriously considering to withdraw from.

“Otherwise, what’s the idea of discussing a bilateral ceasefire?” said Bello.

He added that there was never mention about lifting the unilateral ceasefire during the unscheduled meeting following the armed encounter in Makilala, North Cotabato that left one rebel dead. Bello said the Makilala incident should push both panels to pursue a bilateral ceasefire in order to direct complaints on violations and prompt fact-finding and investigation by a third party monitor.

The ongoing unilateral ceasefire is the longest that the armed forces of both contending parties have maintained, now on its fifth month, in the history of the armed conflict between the government and the NDF.

The government has been pushing for a more formal and secure bilateral ceasefire agreement to provide the atmosphere conducive to the peace negotiations. A bilateral ceasefire can be reached and signed on or before the 4th round of negotiations set in April in Oslo, Norway according to both panels.

Negotiating panels from both sides agreed to expand the agenda of the February special meeting after intense back channeling by panel members from both sides after the NDF initially declined to include the bilateral ceasefire in the agenda of the 3rd round of talks. Bello and the rest of the panel are going to the Netherlands next month to witness the depositing of the names and proper identification of a sealed document that will contain the names of 87 NDF leaders who will be immune from government arrests.

The new JASIG list was supposed to have already been deposited as early as October last year but the NDF said some technical problems bogged down the process.

NDF chief negotiator Fidel Agcaoili said it was compounded by the unavailability of the bishop who will act as custodian of the JASIG list.

The JASIG list contains the real identification of the NDF consultants who have assumed names and aliases and are to be immune from government arrest.

Bello is the only panel member who will be given access to 5 random names in the JASIG verification list for verification before it is deposited in a safety deposit box of a still to be named bank in The Netherlands.

The list will only be opened by both parties if a listed NDF member is captured by police and government security operatives. The arrest of alleged JASIG covered NDF consultants have led to the collapse of previous talks between the GRP and the NDF. (Press Release).

Filipinos in Rome throw support to the GRP-NDF peace process

ROME, Italy (The Redline News Philippines posted)—The Filipino community in Rome, Italy vowed to give their all-out support to the ongoing peace negotiations between the Government of the Philippines (GRP) and the National Democratic Front (NDF) because it is also their dream to see a peaceful and progressive country.

In an interview on Sunday, January 22, on the sidelines of the peace forum with GRP Panel Chair Silvestre Bello III, Dalisay Solomon of the Hugpong Pederal Movement said this is now the chance for the Philippines to achieve peace.

She was happy that Bello, lawyer Angela Librado, and peace consultant Angeles City Mayor Ed Pamintuan took time to meet them to update them of the peace negotiations held at the Philippine Embassy.

This was Solomon’s commitment to the GRP panel and the administration of President Rodrigo Duterte after Secretary Bello asked for their support in order to move the peace process smoothly.

While they are contented with their life in Italy, Solomon, who has been living in Italy for 27 years, said they also dreamed of a good life for their family back home. She was happy that the peace talk is happening under the Duterte administration.

During the peace forum, Bello emphasized on the importance of the people’s support to the peace process. Their involvement, Bello said, is important to achieve a just and lasting peace in the Philippines.

The third talks in Rome, Bello said, is crucial because it now involved the socio-economic reforms to address the root causes of the armed conflict. He said it is a sad reality that some people especially those in remote areas seek help from the other group instead of the government.

Bello said it is important also for Filipinos abroad to know and value the peace process.

“We will succeed if we have you behind us,” he stressed.

Earlier, Bello said there may be initialing of agreed points in the socio-economic reform agenda of the 3rd round of talks.

For the first time, both negotiating panels are tackling the issues on socio-economic reforms.

Both parties earlier submitted draft proposals which Chief Party Facilitator Elisabeth Slattum of the Royal Norwegian Government (RNG) described as ambitious and are proof that both parties are working towards a "better future for the Philippines and the Filipino people."

The RNG has been hosting and acting as third party facilitator between the GRP and NDF.

Bello likewise added that reports from the reciprocal working committees discussing the political and constitutional reform agenda are likewise very encouraging.

The peace talks have entered the more crucial round of discussing the core agenda and issues of the negotiations.

"The comprehensive agreement on socio-economic reforms (CASER) is the heart and soul of these negotiations. And by finally starting to intently discuss this alone is already a significant breakthrough and a major leap forward," the government chief peace negotiator explained.

Bello said this has never happened in 30 years of negotiations with the communist rebels.

In another peace talk forum on Sunday at the Basilica of Sta. Pudenziana with the migrant Filipinos in Rome, Milan, and other cities, the members of the GRP and NDF peace panels also received commitments of support.

The forum discussed among others the issues on land reform and national industrialization.

GRP panel member Rene Sarmiento brushed aside doubts of some Filipino workers if the issues under the socio-economic reform can be addressed, saying, “There are agreed mechanisms to be implemented jointly or separately by the GRP and NDF.”

Sarmiento said the GRP and NDF panels are working hard to achieve a common peace agenda.

Filipino migrant Jay Miranda vowed to campaign with Filipinos to back the peace process, saying: “dapat magkaisa ang mga Filipino (the Filipinos must unite).”

He said he would initiate programs to advocate for the peace process along with the campaign for a federal form of government.

“Kailangan suportahan ang peace talks. Si Duterte (President Duterte) ang last card dahil siya lang ang may political will (The peace talks should be supported. Duterte is the last card because he is the only one with political will),” he added. ###

Sinolinding said the P10 million fund for Maimbung Hospital Maimbung was under the Health Facilities Enhancement Program (HFEP) funded by the Transition Investment Support Program (TISP).

The construction of the hospital stopped after the TISP-Disbursement Acceleration Program (DAP) fund was declared unconstitutional.

Housing projects and school buildings

Meanwhile, Lucman, who is also the Department of Social Welfare and Development-ARMM (DSWD-ARMM) secretary, said concerns regarding the housing projects being carried out by the Habitat for Humanity Philippines could only be answered by the DSWD Central Office since the project underwent national bidding.

Meanwhile, the budget for some classrooms and school building projects in different towns in Sulu were not yet downloaded by the Department of Education Central Office to the DepEd-ARMM causing the projects to remain unfinished, DepEd-ARMM Assistant Secretary Alfhadar Pajiji said.

Tan also claimed that the province of Sulu was supposed to get funding of 328 classrooms in 2013 alone.

Loong, in response, said that based on DPWH data, only 42 classrooms were given fund by the DepEd Central Office amounting to P26 million pesos for the whole province.

Hataman added that the budget for additional classrooms in the region for 2013 is still with the DepEd Central Office.

Future Collaboration

“We are helping the regional government monitor the projects of the government under the regional governor’s leadership because this is not a matter of fault finding; my intent is to help the regional governor,” Tan said.

Hataman replied, “rest assured that the ARMM government is very transparent, and we are very willing to be rectified.”

After the Sulu provincial government forum, Governor Hataman led the turn-over ceremony of the P30-million Sagay-Sagay water system (Phase IV) in Talipao town.
