AFP on full alert as CPP marks 49th anniversary

MANILA -- As the Communist Party of the Philippines-New People's Army (CPP-NPA) observes its 49th founding anniversary Tuesday, the Armed Forces of the Philippines (AFP) has placed its military units nationwide on full alert to deter possible attacks by the communist group.

"The AFP is on full alert and vigilant for possible CPP-NPA attacks on our people and vulnerable communities. Their celebration is usually accompanied by armed attacks against the people that reflect the CPP-NPA’s true color as a criminal organization void of any ideology," AFP spokesperson, Colonel Edgard Arevalo, said in a statement on Tuesday.

Arevalo said due to the atrocities the NPA has committed through the years, the rebel group has lost its dialogical mooring and all its actions reflect a terrorist organization.

"It is in this light that we call on their members to take a good look at their organization and reflect deeply so that they may be able to decide to come back into the fold of the law, be with their families, and become productive citizens of the community," he added.

Arevalo said the AFP will abide by the government's declaration of suspending military operations, but will remain in an active defense posture to thwart any atrocity, deception, or sabotage the rebels plan to conduct. (PNA)


36 charred bodies found in Davao mall

DAVAO CITY – The rescue teams of the Bureau of Fire Protection (BFP) finally found 36 charred bodies believed to be the trapped call center agents of the Survey Sampling International (SSI) at the fourth-floor stairwell of the burnt New City Commercial Center (NCCC) mall here.

The bodies are being processed by the Scene of the Crime Operation (SOCO) to identify the victims before they are turned over to the respective families.

BFP 11 Regional Director Wilberto Rico Neil Kwan Tiu has apologized to the families of the victims for not commanding and forcibly directing fire rescue teams to penetrate the building already at 500 to 700 degree Celsius temperature inside.

He also apologized for not directing fire rescue teams to crawl even if most parts of the burning building have caved in and collapsed; and, for not commanding responders to penetrate the burning mall with heavy gases and thick smoke.

“In my heart, really from us (fire responders) my deepest apology for not able to save them,” Tiu said before the families, relatives, survivors, and city officials led by Mayor Sara Duterte-Carpio after the mass held near the entrance of the NCCC Mall along Ma-a road on Monday.

“Our deepest apology for not (being) able to save them because of the situation,” Tiu said after detailing the search operation.

Tiu, who personally took charge of the ground operation, said the search and rescue teams found the bodies at the stairwell leading to SSI, just a few steps of the fourth floor lobby and not the SSI locker room or the restroom as earlier related by some survivors and text messages of trapped call center agents to the families. 

Some were found in the lobby near the area where SSI entertains clients.

The SSI occupied the whole fourth floor of the NCCC mall.

When Tiu announced 36 bodies were found, the families of the victims broke down.
Search operation

Tiu detailed the operations with the aim of saving lives.

He said the fire responders barely rested after the rescue operations for families affected by flood the previous night on December 22. Responders were called for duty to respond to NCCC fire.

After receiving information that there are persons trapped inside the SSI restroom and locker room, Tiu said some responders shifted in suppressing the fire to rescue operations.

He said all assets of the BFP, including those from the neighboring cities and provinces already assisted. 

All in all, he said there were 31 fire trucks.

Responders focused on the SSI restroom but only one body was found on Sunday afternoon.

They pursued operations Monday and made more holes for ventilation because of toxic gases inside.

Tiu said rescue teams tried but, every time they move forward they were met with so much heat and thick smoke “more than what people see escaping from the walls of the mall.

The responders had to back off again every time they move forward.

“We cannot sustain the heat and we have to make a strategy again,” he said. The high temperature, he said could melt the equipment and gears of the rescue teams.

Tiu said a group of unified responders – utilized all available resources and followed protocols to ensure the safety of the responders.

He said he did not discount every information given to the BFP. 

It encouraged them to go to the building despite heated gases and thick smoke. He explained that carpets, plastics produce hydrogen cyanide.

“Responders have nothing in mind but to save the victims,” he stressed.

After finding one body inside the restroom, Tiu said responders continued the search and went deeper passing through alleys of SSI that already caved in.

“And we he found 36 lifeless bodies,” Tiu said.

Tiu also offered sympathies to the families on behalf of the responders.

After the mass, families, relatives, friends, survivors, Duterte-Carpio, and city officials lighted candles and offered flowers in front of the NCCC mall – Ma-a road side.
Investigation

Duterte-Carpio said there would be an investigation – one by the BFP for its own action and two, a third party investigator that would be recommended by the families of the victims but expenses would be shouldered by the city government.

Tiu said the investigation would be done by the national office considering the number of fatalities and the cost of damage.

Tiu added that BFP has yet to determine the cause of the fire. The investigation is still ongoing.

BFP 11 will provide all information and reports to the BFP national headquarters for its own investigation.

He, however, said BFP is recommending the total demolition of the mall.

Asked if NCCC mall followed safety rules, Tiu said mall owners should know all the protocol since they are the founders of Fil-Chinese firefight volunteers. In the past there was even a fire station inside the mall’s premises, he said.

If there are lessons learned, Tiu said it is time for BFP to align with present technology.

He said the BFP still lacks some assets like high ladders and equipment to make holes in buildings walls. The last time the agency got new assets was during the Ramos administration.

He is positive that the administration of the President Rodrigo Duterte knows the BFP’s needs.

“The President is very diligent,” he added.

In the meantime, the mayor appealed for patience and calm.

“Please allow our authorities to do their job. Buhaton tanan sistema to reunite with your relatives (All procedures will be done to reunite with your relatives),” Duterte-Carpio appealed.

The mayor said the city would extend assistance to the families of the victims. The assistance would be sourced from the city’s peace and order fund.

SSI has also offered assistance.

“We just need to discuss it so that there will be no duplication of assistance,” Duterte-Carpio added. (PNA)


'Vinta' affected families now at 117K

MANILA -- The number of families affected by typhoon "Vinta" has climbed to 117, 528 or 550,805 persons living in 1,019 barangays in Regions VII, IX, X, XI, XII, Mimaropa, ARMM, and Caraga.

In an update Monday night, National Disaster Risk Reduction Management Council (NDRMMC) executive director Ricardo Jalad said 19,203 families or 89,524 persons are in 231 evacuation centers while 12,512 families or 62,834 individuals are getting aid outside.

Jalad said 164 persons were reported dead, 65 in Region IX, 75 in Region X, and, 24 in the ARMM. However, these figures are still being validated along with the 170 reported missing.

Jalad said that Region IX and the CARAGA sustained PHP52,086,275 worth of agricultural damages while regions IX and X sustained PHP161,710,000 worth of damages in infrastructure.

Due to massive damages brought by "Vinta", Tambulig, Zamboanga Del Sur; Bacolod Lanao Del Norte; and Lanao Del Norte were declared under a state of calamity. (PNA)


Relief on its way to devastated Mangsee Island in Palawan

PUERTO PRINCESA CITY, Palawan – Relief mission of the provincial government sailed from this city Tuesday morning to the heavily affected islands of Mangsee, Balabac town, which was badly battered by tropical storm “Vinta” on Christmas Eve.

Palawan Provincial Disaster Risk Reduction Management Office (PDRRMO) officer-in-charge Cruzaldy Ablaña told local media that the relief missions are carrying food and non-food items to Mangsee in the far south west portion of Palawan, which is home to more than 10,000 residents.
Medical personnel also joined the relief mission.

The medical team and the relief goods boarded BRP Andres Bonifacio (FF-17) of the Philippine Navy  going to Balabac.

“Mga 6:30 a.m. sila nakaalis sa pier kanina kasi kagabi hindi natapos iyong loading ng mga goods. 

They are expected to arrive in Mangsee around 6 p.m. today (They were unable to finish loading the items last night that is why they decided to leave this morning instead),” Ablaña said.  Estimated travel time will be six to eight hours, he added.

The mission is headed by Western Command (WESCOM) commander, Lt. General Rozzano Briguez, Vice Governor Dennis Socrates, and Palawan Governor Jose Alvarez.

Alvarez has ordered the distribution of one sack of rice per affected family, as well as liters of drinking water, and canned goods enough to last for over a week, Ablaña said.

With communication lines down in Mangsee, relief authorities have mostly relied on WESCOM for updates using satellite phones to contact military troops stationed in the area, he said.

“Per aerial survey by WESCOM, you will really see the devastation brought about by ‘Vinta’. An estimated 100 homes were destroyed and without roofs, and debris are everywhere,” he said.

Based on a PDRRMO update, 11 municipalities were affected by “Vinta” in Palawan. Around 2,178 families or 7,289 individuals were evacuated and most are residents of Balabac. Of the 30 reported missing, 11 have been accounted for as of Monday. (PNA)


Pres. Duterte assures thorough probe into Davao City mall blaze


DAVAO CITY -- President Rodrigo Duterte on Monday, December 25, vowed to conduct a thorough investigation into the New City Commercial Center (NCCC) shopping mall fire which killed at least 37 people.

In a private meeting with the families of the victims at Southern Philippines Medical Center (SPMC) here, President Duterte said there will be an inter-agency body to investigate the incident.

“Now, I will assure you that I will call the investigators of NBI (National Bureau of Investigation), police, and Bureau of Fire to take charge of the investigation],” Duterte said in the vernacular, adding that the Scene of the Crime Operatives (SOCO) will also participate in the probe.

This is the second time the President met with the families of workers trapped inside the Davao shopping mall.

Speaking to reporters after the meeting, the President said he will “let the truth come out” and there will be no cover-up in the investigation. He reiterated the government’s commitment to help the bereaved families in recovering the bodies of their loved ones.

He likewise assured them of financial assistance.

“Maybe the compensation and the expenses are answered. Pero ako nag-commit na ako that government is willing to chip in,” Duterte said.

Meanwhile, President Duterte said also during the media interview that he talked to his son, Paolo Duterte, regarding the latter’s decision to resign from post as Vice Mayor of Davao City.

“Sabi ko sa kanya, ‘Ikaw. You are in a position to do what is right. Kung ano lang ang tama sa iyo, gawin mo,’” he said. “Sabi ko, ‘Well, let the people decide. But if you think that there is a better way to do it, do what is right,’” he added. (PND)

Top businessmen pledge to invest Sulu during the Xmas town hall meeting in Malacanang


Manila - Among businessmen pledged last night during  at the Negosyo Para sa Kapayapaan Sa Sulu Christmas Town Hall meeting in Malacanang with President Rodrigo Duterte were  Manny Pangilinan, Ramon Ang and Michael Tan, son of Lucio Tan.

The top businessmen pledged to bring resources in Sulu in order to bring progress and development to the conflict area of Mindanao.

Pangilinan pledged to rehabilitate the communication  facilities or cell site and providing medical equipments and conducted training to all medical staff.

While Manny Pinol of the Department of Agriculture committed to built a 50 - megawatt coal fired power.

Basilan Engineering District Office gets Two (2) major awards


Cotabato City - The Basilan District Engineering Office (DEO) under District Engineer Soler I. Undug received two (2) major awards during the 27th Anniversary of DPWH-ARMM in ORG Compound Cotabato City last December 13, 2017.

The DEO received "Best in Road Maintenance " out of Eight Districts in the region including his Staff  Ma. Emily E. Trumata   Most Outstanding Administrative Officer 2017.


The Multi-Billion Trans-cestral  road  projects connecting  all Municipalities of the province including the stronghold of Abussayaf and MILF.

Engineer Soler I. Undug urging the public to help them to realized because they are the one who benefited this projects, said Undug.

The two awards are enough for them to continue and implement more projects like: Senior High School Building, ports, water system, farm to market roads and more projects for the people of Basilan.

Recently, District Soler I. Undug was barged by some lawless elements using improvised grenade device to kill him but they didn't made it, said Undug.


The DEO also constructing the on-going  P500 Million  ARMM Regional Government Center in Sta. Clara, Lamitan City in order to accommodate the provincial offices of  Basilan, Sulu and Tawi-Tawi.(By: Becky D. de Asis) 


Sulu 1st Engineering District bag awards during the 27th DPWH-ARMM Anniv

The DPWH Sulu 1st Engineering District received more awards during the 37th DPWH-ARMM anniversary.
Cotabato City - There are 8-districts  in the whole  Autonomous Region in  Muslim Mindanao (ARMM) of the Department of Public Works and Highways (DPWH). The agency tasked to construct and develop the whole region to fave the way the hunger reduction of the country.

During the celebration, different districts received more awards included the Sulu 1st engineering District under District Engineer Abdulmunir I. Hadjirul with his staff received more awards from Secretary Mustapha "Don" Loong and Regional Governor Mujiv Hataman.

The Sulu 1st Engineering District one of the most considered tragic or worse areas in the region while project implementations recommended here  because of the presence of Abussayaf, KFRG and other criminals  in the province more particularly in Patikul and nearby municipalities.


Engineers and contractors may lose their lives while implementing the government projects here but District Engineer Abdulmunir  I. Hadjirul assured the safety of his men because he believed that those criminals and even Abussayaf  are willing to supports the projects because their families may  also benefited  these projects either  they like it or not said Hadjirul.

He reiterated,  the implementation of circumferential roads in his area is not easy to implement because they have many problems encountered including the safety of his working men and engineer's in the fields.

Instead of unshaken or afraid, the District Engineer is very optimistic and eagerly to finish this flagship project of the government because he wants a total  change, to uplift  the living conditions of the people here, "from arm now to farm " because the roads they build today, this is the road to progress for their children's future, tomorrow", Hadjirul said.

PhilHealth inks ‘no deposit' deal with 6 hospitals

MANILA -The Philippine Health Insurance Corp. (PhilHealth) on Saturday said that its Regional Office X Office has signed a landmark Memorandum of Agreement (MOA) with six Cagayan de Oro City-based  PhilHealth-accredited hospitals that provides for a No Hospital Deposit Policy for PhilHealth members.

The signing ceremony was held at the SEDA Hotel in Cagayan de Oro City.

According to Dr. Israel Paragas, PhilHealth OIC vice president for corporate affairs group,  the MOA seeks to strengthen Republic Act 10932, or the “No Hospital Deposit Law.”

"It mandates that “in emergency or serious cases, it shall be unlawful for any hospital or medical clinic to request, solicit, demand or accept any deposit or any other form of advance payment as prerequisite for administering basic emergency care, for confinement or medical treatment, or to refuse to administer medical treatment and support any patient," said Dr. Pargas.

Under the agreement, the PhilHealth accredited hospital shall not impose a deposit requirement for eligible PhilHealth members and their dependents who come to the facility for confinement or admission. This will apply to both emergency and non-emergency cases. It also allows admission or confinement of all eligible PhilHealth members without any deposit requirement in all types of room accommodation.

He added that  the MOA will  eventually encourage other private hospitals and facilities to follow suit and prioritize the treatment of patients rather than compromise their health and safety due to financial constraints

The MOA were signed by Dr. Ruben Go, Medical Director of CDO Polymedic Plaza; Dr. Miguel E. Kho of Madonna and Child Hospital; Dr. Jesus M. Jardin of Capitol University Medical Center; Dexter R. Garcia of Cagayan de Oro Medical Center; Dr. Michael C. Sabal of Sabal Hospital.

SPC Sr. Mercy Corazon G. Bangot of Maria Reyna XU Hospital and Datu Masiding M. Alonto, Jr., Area Vice-President for Mindanao, signed the historic document.

The partnership was sealed in the presence of Oscar Moreno, CDO City Mayor, Atty. Carlo Franco Thomas Limjoco of the  Department of Health X,  Dr. Ma. Lourdes S. Gaane, City Councilor, Dr. Jonathan T. Ortigoza, PRO X’s Chief of Health Care Delivery and Management Division, and Atty. Ian Alfredo T. Magno, Deputy Legal Officer, PRO X. (PNA)

Chairman Celso A. Tizon of HFMP and Vergelio "Boy" dela Cruz who lead the group from different regions nationwide in order to give the P2.5 Million worth of goods for Marawi siege victims atMSU gymnasium at 1:00 PM today.

The HFMP group who tasked by President Rodrigo R. Duterte to disseminate information dissemination about federalism in the country and they are moving today to Marawi for the "Gift Giving activity" with Malacanang group.

SIAM REAP, Cambodia -- The Presidential Communications Operations Office (PCOO) and the Ministry of Information of the Kingdom of Cambodia signed here on Friday a Memorandum of Cooperation (MOC) aimed at fostering greater media collaboration.

The agreement was inked by PCOO Secretary Martin Andanar and Cambodian Minister of Information Khieu Kanharith. The signing was witnessed by PCOO Usec. George Apacible, PCOO Usec. Noel Puyat, Philippine Ambassador to Cambodia Christopher Montero, and sixteen delegates from Cambodia's Ministry of Information including Usec. Ly Vannhong and Usec. Ouk Kimseng.

Tandubas VM Fatima Saida A. Maing conducted basketball tournament for a cause


Tandubas, Tawi-Tawi - Vice Mayor Fatima Saida A. Maing of Tandubas municipality conducted last week a basketball tournament for all young people of the said municipality.

The young and dynamic Vice-Mayor pursuing her programs and implementation about the young people or youth in her municipality  to keep away against drug addictions and other criminality  rendered by some youth in  Tandubas.

"I will do the best way to  fight against drugs addictions  and criminality in my municipality, through this sports tournament, the youth people will divert their attentions to sports not to drugs", said VM Fatima Saida Maing.

Aside sports competition, the government of Tandubas also busy on their  projects implementations more particularly the small entrepreneurs who  wants to engaged any businesses, "we will conduct seminars to enhance their capabilities for  different stages of business strategies, she added.(By: Becky D. de Asis)


DPWH -ARMM marks its 27th year of existence - 8 districts bags awards


Cotabato City - The Department of Public Works and Highways of the Autonomous Region in Muslim Mindanao (DPWH-ARMM) marks its 27th year of existence last December 13, 2017.

The 27th year anniversary celebration of DPWH-ARMM  was very successful and meaningful because Secretary Mustapha "Don" Loong  was  giving awards to those truly working Districts Engineers and employees through-out the region in order to recognized  their dedication to serve and help  the people to uplift their living condition.

Through this theme "DPWH-ARMM: Uplifting people lives by paving the road to opportunities with quality infrastructure through transparency and technology". This department's  theme urging each districts to do more projects in order to boost the living condition of the people especially those in far-flung Barangay's.

District Engineer Abdulmunir I. Hadjirul of 1st Engineering District of Sulu received more Best Awards both minor and major categories.

The said awards they received are based on their projects implementations and more qualifications to be considered before they qualified the awards.

There were Eight Districts offices in the whole region of the DPWH-ARMM. 

Each district received awards and commendation based on their expertise of works and implementations.

DPWH Chief Executive, Don Loong narrated stories about the eight districts engineers  who worked 24-7 a week even the peace and order situations  in their respective districts is not really yet  stable due to different reasons and encounters between the terrorists and the government forces.

Meanwhile, Governor Mujiv  Hataman also said, he is very appreciated all districts engineers and employees of the DPWH-ARMM through Secretary Don Loong because the ARMM region were started to grow and a well-developed region soon in the country because of the efforts of all working engineers in the fields that will never surrender even the Abussayaf, Maute and other criminals wants to hamper the project implementation they will never unshaken. DPWH -ARMM conduct 27th outbound staff meeting in Alnor, Cotabato City

Cotabato City - The Department of Public Works and Highways of the Autonomous Region in Muslim Mindanao (DPWH-ARMM) conducted a one (1) day outbound staff meeting yesterday in Alnor convention center of this city,

DPWH Secretary Mustapha "Don" Loong urging all district engineers of the region to give an update and factual reports regarding the projects implementations within their area of jurisdiction.

The 27th Outbound Staff meeting or year "reports"  of every engineering districts regarding  the accomplished or non-accomplished projects within this year.

The most hot issue during the meeting, are those multi -billion circumferential roads projects in Basulta area where in the projects are all on going as of today while the Senior High School buildings and other projects, includes the: ports, water systems, mosque, barangay hall and among others are almost finished by different districts region wide.

Engineer Abulmunir I. Hadjirul of Sulu 1st enginering districts reported that his projects are almost done included the circumferential roads in Mainbung and Parang connectiong the 2nd Engineering District of Sulu under District Engineer Arbison.

Meanwhile District Engineer of Basilan Engr. Soler I. Undug also said that his Transcestral road or circumferential road projects connecting all municipality of Basilan still ongoing because they are almost started the projects, while District Engineer of Tawi-Tawi Engineer Tony Kamlani also said that his circumferential road also still the same with other districts.

The Outbound meeting was very successful because all districts was very cooperative and they are all focus on helping the people in order to uplift the living condition  of the people here as one of the mandate of the President of the Republic Rodrigo R. Duterte appoints new magistrates to CA, Sandiganbayan

MANILA -- President Rodrigo Duterte has appointed three magistrates to the judiciary, two in the Court of Appeals (CA) and one to the Sandiganbayan, the Supreme Court (SC) said.

According to the SC Public Information Office, the President appointed Romeo Barza the new presiding justice of the Court of Appeals (CA), five months after then presiding justice Andres Reyes Jr., was appointed to the Supreme Court (SC) in July.

Barza bested fellow Associate Justices Remedios Salazar-Fernando, who served as CA Acting Presiding Justice, and Marlene Gonzales-Sison for the post.

A native of Lupon, Davao Oriental, Barza co-founded the now disbanded Carpio Villaraza Barza Cruz & Rosell Law Offices which was previously known as The Firm.

Barza started his career in the judiciary in October 1995 when he was named judge in Batangas City. He was elected national president of the Philippine Judges Association in 2003 and re-elected in 2005.

He obtained his law degree from the University of the Philippines in 1974, was trustee of the Philippine Judicial Academy from 2003 to 2006.

Former President Gloria Macapagal-Arroyo appointed Barza to the appellate court on May 4, 2006

Meanwhile, Duterte has appointed lawyer Walter S. Ong, brother of former Sandiganbayan Associate Justice Gregory Ong to the CA.

Ong's appointment was indicated in a transmittal letter signed by Executive Secretary Salvador Medialdea to Chief Justice Maria Lourdes Sereno dated November 28, 2017 but was received by the SC on Monday,

Ong, an Ateneo School of Law alumnus, will replace then CA Associate Justice Noel Tijam who was appointed to the SC in March.

His brother was dismissed by the SC in 2014 over links with pork barrel fund scam queen Janet Lim - Napoles.

In a separate appointment letter dated Dec. 8, Duterte appointed Maryann E. Corpus-Mañalac as an Associate Justice of the Sandiganbayan.

She takes the seat vacated by retired Associate Justice Maria Cristina Cornejo who passed away on September 3 after a year of battling a serious illness.


Corpus-Mañalac, who served as Makati Regional Trial Court Branch 141 judge, ordered Sunvar Realty Development Corp. to vacate the Mile Long property in August. (PNA)

JTF Sulu Hosts Children’s Party

Jolo Sulu - Hundreds of Senior High School students here in Barangay Salih Ututalum Senior High School are very thankful to the Department of Public Works and Highways headed by District Engineer Abdulmunir I. Hadjirul with his engineering staff because they will have a new and comfortable building for them.

A certain Omar, Grade 11 student of Ututalum  told reporter that he is very appreciated the efforts of the Engr. Abdulmunir I. Hadjirul because he personally manned the construction site in order to finish the building before year end, he told during the inauguration.

The inauguration and turned over was very successful  because the Department of Educations heads, principal and teachers are contented the works of the DPWH. (Redline News Philppines)


JTF Sulu Hits Abusayyaf Anew in Panamao, Sulu

CAMP BAUTISTA, Jolo, Sulu  – Three Abussayaf members dead wit teir  two firearms recovered by Marine Battalion Landing Team-3 (MBLT-3) during the recent encounter more or less 20 fully armed terrorists under ASG leader Radullan Sahiron at Sitio Buling-Buling, Bryg. Suh, Panamao, Sulu last  Friday.

The firefight lasted about 10 minutes and the bandits withdrew toward different directions leaving behind their comrades cadavers of Peping Jamalul, brother-in-law of Radullan Sahiron; Aldi Abtahi, son of ASG sub-leader Amlon Abtahi; and, Nelson Rajak.

Military  recovered, One (1) M16 rifle and one Caliber .45 pistol both with magazine recovered by the Marines at the encounter site.

The dead bodies of  ASGs were immediately turned-over to the Barangay Officials of said locality for proper disposition.

‘We attribute the latest combat success against this notorious Abu Sayyaf Group to the LGU and local residents of Panamao who pinpointed the terrorists location, we are grateful not just to them but to all peace-loving Tausugs who are positively responding to our call to end terrorism in Sulu", said Brig. Gen. Cirilito E. Sobejana, JTF commander.

Britain, EU could strike trade within a year: Brexit chief

LONDON -- Brexit Secretary David Davis said Sunday the odds of Britain exiting the European Union without a deal had dropped dramatically following an agreement both sides reached in Brussels on Friday.

In a Sunday media interview, Davis said the deal struck by Prime Minister Theresa May on Friday was a statement of intent and not legally enforceable. Its aim, he said, was to move to the next phase of negotiations with EU negotiators.

Without the landmark progress made in Brussels, EU Commission President Jean-Claude Juncker would not have been able to recommend this week's meeting of the European Council to agree to talks on Britain's post-Brexit relationship moving to the next important phase.

Davis wants to secure a free-trade deal with no tariffs when it leaves the EU. In the interview, he described it as "Canada plus plus plus" deal. 

This was a reference to a free trade deal struck between Canada and the EU, but Davis wants Britain's EU deal to include financial services included in the tariff-free area. 

This is seen as critical to protecting a lucrative sector for Britain, particularly the City of London and the multi-billion dollar banking cluster in London, both a key part of the British economy.

Davis said he wanted a bespoke Brexit deal with the EU, saying: "We'll probably start with the best of Canada, and the best of Japan and the best of South Korea and then add to that the bits that are missing which is the services."

He also said he believes Britain and the EU can strike a substantive trade deal within a year.

Britain is also committed to keeping a frictionless and invisible border between Northern Ireland and the Irish Republic, said Davis, adding a way would be found to achieve this in the event of a "no deal" Brexit.

Keir Starmer, Brexit spokesman for the main opposition Labour Party, said in a Sunday interview said he wanted a partnership with the EU that retains the benefits of the European single market and the customs union.

May is scheduled to hold a formal meeting of her cabinet, comprising her senior ministers, within a few days to discuss the progress on Brexit talks.

Britain has agreed to a divorce deal of around 39 billion pounds (USD52.2 billion) to leave the EU, but a final settlement will only be paid if a future trade deal is agreed by both sides. (Xinhua)


Congress may hold joint session on martial law extension this week

 MANILA -- The House of Representatives and Senate may likely hold a joint session this week to deliberate on the extension of martial law in Mindanao before they go into a congressional recess, Majority Leader Rodolfo Fariñas said on Monday.

"Our session officially ends on Friday, December 15; hence, we may have a joint session on Thursday or Friday as part of the 2nd Regular Session, without a need of a special session," Fariñas told reporters in a text message.

Congress will adjourn on December 15 for its Christmas break and will resume on January 14, 2018.
President Rodrigo Duterte declared the entire Mindanao under martial law on May 23, 2017 after IS-inspired terrorists laid siege in Marawi City.

Congress, in a special joint session, granted the extension of martial law until December 31 on President Duterte's request.

In October, Lorenzana announced the end of the five-month-long conflict between government forces and Maute terrorists in Marawi City following the death of top terrorist leaders Omar Maute and Isnilon Hapilon. (PNA)

DPWH Basilan conducted Inbound meeting to evaluate some projects accomplishments - Engr. Soler I. Undug


Zamboanga City  – The Department of Public Works and Highways (DPWH) Basilan headed by District Engineer Soler I. Undug conducted an Inbound meeting with his department heads at ARMM Convergence Office  in this city   in order to update their designated projects accomplishments yesterday (Dec.08, 2017.)

District Engineer Soler I. Undug  ordered his department heads to make a reports every now and then in order to give an  immediate solutions if there were problems  while implementing the projects in the area.

The said Inbound meeting is also to evaluate or assess the projects in order to give an immediate action if it is needed.

This is also the  preparation for Outbound meeting with the Secretary of DPWH Region- ARMM under Secretary Mustapha “Don” Loong next week.

The Inbound and Outbound or Year end  meetings of all Districts Engineers of the region is the one way of assessing or evaluating of all the  projects  in order to address the untoward problems or to warn corruptions rendered by each districts in order  to give an  immediate solution for the better result..(By: Becky D. de Asis)

Davao City – The Hugpong Federal Movement of the Philippines (HFMP) and Department Of the Interior and Local Government (DILG)  signed a Memorandum of Agreement last December 07, 2017 at LGA Office Ortigas, Manila for federalism campaign partnership.

The said  MOA signing  between the HFMP and the DILG were allowed the HFMP being the partner of the DILG and the other agencies  promoting the federalism in the country.

Accordingly,  this Hugpong Federal Movement of the Philippines under the Chairmanship of Celso  A. Tizon together with his National Secretary Vergelio S. Dela Cruz as Boluntaryong Astig  were tag as the most active persons promoting the federal form of government under the banner of HFMP and Boluntaryong Astig.


The HFMP were almost done of their federalism campaign throughout the country in order to protect the country against terrorism and other form of criminalities because they believed that through this new constitution there will be  a total change in the country said HFMP Chairman Celso A. 50 Zambo biz establishments don’t grant 13th month pay

ZAMBOANGA CITY -- The Department of Labor and Employment (DOLE) reported that at least 50 local business establishments are not granting 13th month pay to their employees.

This was disclosed by Ian Lahi, Labor Employment Officer of DOLE Zamboanga City Field Office, citing this was discovered during inspection and monitoring conducted by the agency’s Labor Law Compliance Officer.

Lahi said they have also received 30 complaints concerning non-payment of the 13th month by the employers to the employees.

Lahi said they will take appropriate actions to ensure employers comply with President Decree (P.D.) No. 851 that grants yearend benefits to the workers.

P.D 851 requires employers to pay 13th month pay to their rank and file employees, regardless of the nature of their employment and irrespective of the methods by which their wages are paid, provided they worked for at least one month during a calendar year.

The 13th month pay shall not be less than one-twelfth (1/12) of the total basic salary earned by an employee in a calendar year.


Lahi appealed the employers to release the 13th month pay of their employees on or before December 15 in time for the yuletide season. (PNA)

2 drug suspects killed in shootout with cops in North Cotabato

KABACAN, North Cotabato -- Two members of a drug syndicate were killed when they engaged law enforcers in a shootout here, a police official said Saturday.

Chief Inspector Aldrin Gonzales, speaking for the police in Region 12, said the North Cotabato police, backed by the Army’s 7th Infantry Battalion, were to serve search warrants against Kobe Abdul Kaludin, Dorex Abdul Kaludin, Boy Talipasan Usman, Randy Abdul Kaludin, Kamad Mohammad Maambig, all of Sitio Lote, Barangay Kayaga, Kabacan, North Cotabato, when the firefight erupted.

Gonzales said law enforcers were approaching the village on Thursday dawn when met by gunfire from the suspects, believed to be members of an organized drug syndicate operating in the province.

The brief firefight led to the death of Kobe Abdul Kaludin and Dorex Abdul Kaludin. Police recovered a cal. 38 revolver and a cal. 45 pistol from the slain wanted persons.

A further search was conducted in the victims’ homes where police found a hand grenade, ammunition and an unlicensed motorbike.
