Bello asks NBI to probe peasant killings

Bello asks NBI to probe peasant killings Labor Secretary and government peace panel (GRP) chair Silvestre H. Bello III said he will ask the National Bureau of Investigation (NBI) to look into the recent killing of Ariel Diaz, chairperson of the Danggayan Dagiti Mannalon ti Isabela (DAGAMI), and of four farmers within a military reservation camp in Fort Magsaysay in Laur, Nueva Ecija.

“I will request the NBI to investigate these dastardly acts to ensure that the perpetrators are identified and brought to justice,”Bello said in a brief message.

This is in response to the statement of Angeles City Mayor Edgardo Pamintuan, adviser of the government peace panel, who, on Thursday, condemned the slayings of the peasant leader and four farmers. Pamintuan said criminal charges must be filed against the killers of Diaz who was shot dead by three armed men on September 7 in his farm in Villa Pereda, Delfin Albano town in Isabela.

He was the head of the the provincial chapter of the Kilusang Magbubukid ng Plipinas (KMP) in Isabela. Four days earlier, Emerenciana Mercado-de la Cruz, Violeta Mercado-de Leon, Eligio Barbado and Gaudencio Bagalay were shot dead while resting in a nipa hut in their farm in Laur. Several others were wounded in the carnage perpetrated by still unidentified gunmen whose firearms were reportedly dropped from a helicopter.

The victims were part of the group of farmers belonging to Alyansa ng mga Magbubukid na Nagkakaisa, another chapter of the KMP, who are cultivating portions of the disputed 3,100 hectares of land inside Fort Magsaysay Military Reservation. Pamintuan said the issue of land is the “central mobilizing force of the armed revolution” being waged by the New People’s Army, the armed component of the Communist Party of the Philippines (CPP) and its political wing, the National Democratic Front (NDF).

Bello, who chairs the government peace panel (GRP), said “we cannot allow a repeat of the Mendiola massacre where peasant leaders and farmers had been killed while we are in the middle of peace negotiations.” It must be recalled that in January 1987, the NDF pulled out from the peace negotiations with the government of Cory Aquino after government forces fired at peasants marching in Mendiola demanding for genuine land reform.

The Philippine government and the NDF have since held on and off negotiations but never reached the substantive phase of the peace talks. Formal negotiations between the two peace panels were last suspended in 2011 after the NDFP accused the government of Benigno S. Aquino III of violating the Joint Agreement on Safety and Immunity Guarantees (JASIG) following the arrest of ranking rebel leaders.

But formal negotiations have since been reopened on August 22-26 in Oslo, Norway upon the initiative of President Rodrigo R. Duterte with the Royal Government of Norway acting as third party facilitator.

“It is encouraging to note that there are more common areas now that the government and the NDF can agree on so we can fast track the process,” shared Pamintuan. Mayor Pamintuan noted that President Duterte has consistently mentioned in his campaign sorties his commitment to push for genuine land reform, national industrialization, and health and education reforms, issues that the NDF has been advocating for all these years.

The two panels will again meet in the first week of October, also in Oslo, to tackle substantive issues on social and economic reforms and political and constitutional reforms. They will also hammer out details for a bilateral ceasefire and will submit amnesty proclamation drafts for detained rebel leaders.

President Duterte pushed the negotiations by ordering the release of 22 NDF consultants after promising during the campaign period to re-open peace negotiations with the communist rebels. This is the most number of prisoners released in the history of the Philippine peace process.

The president also declared an indefinite unilateral ceasefire on the eve of the August resumption of the negotiations. It was reciprocated by the NDF with a formal declaration of its own indefinite unilateral ceasefire, an unprecedented and historic move.

Both panels are confident they will be able to strike a comprehensive peace settlement under the Duterte government with the government panel expressing optimism a peace deal could be signed within a year. (posted by: Becky D. de Asis/pr)

Davao Mayor raises PHP2M bounty for info on Davao bombers; asks relief of city police, TF chiefs

By Lilian C. Mellejor

DAVAO CITY, Sept. 5 (PNA) -- City Mayor Sara Duterte-Carpio has raised a total of PHP2-million reward for those who can provide information on the location and identity of the suspects of Friday's explosion at the night market along Roxas Avenue.

This was announced during Monday's flag-raising rites by Mayor Sara, who said of the total bounty, PHP1 million will go to who can give information on the suspects' whereabouts and PHP 1 million for those who can bring to her the suspects.

Meanwhile, the mayor has asked the relief of Davao City Police Office (DCPO) Director Michael John Dubria and Task Force commander Col. Henry Robinson.

Both officials assumed their respective posts in June 2016.

She also announced the appointment of Col. Benny de Leon as the new chief of the Public Safety and Security Command Center, which also houses the Emergency Central 911.

Mayor Sara expressed disappointment over the explosion given that both police and the Task Force have assigned teams to secure Roxas Avenue especially the night market area where thousands, young and old, frequent the night market to dig through second hand items commonly known as “ukay-ukay”, eat out at food stalls and avail of affordable massage services.

Last Saturday, Mayor Sara led a memorial mass for the victims of the explosion which left 14 persons dead and 70 wounded based on the official list of the city government.
Mayor Sara reassured the city government’s full support to the families. The city will shoulder all financial needs for hospitalization, burial, funeral and day to day expenses.

“I am sorry for what happened,” she said, adding, “We will not be terrorized by this heinous crime and I call on all Dabawenyos to unite and let us help each other rise from this senseless incident.”
The mayor called on all Davaoenos to remain vigilant at all times and to report any and all suspicious activity, no matter how insignificant it may seem.

Earlier, Philippine National Police (PNP) chief Ronald dela Rosa announced they have already three persons of interest who could have blown off the improvised explosive device.

Initial findings showed that the IED is crafted from a mortar round based on the fragments taken from the blast area.

According to dela Rosa, the explosive is closely similar to the signature IED of Abdul Manap Mentang, the suspect in the Valentine's Day bombing of the Davao City Ecoland Terminal in 2005.

Dela Rosa said it could be possible that Mentang is involved in the night market explosion at the Roxas market last Friday night. (PNA)  (posted by Becky D. de Asis/the redline news zamboanga)

2nd PRESS STATEMENT OF PNP CHIEF PDG RONALD DELA ROSA ON DAVAO BLAST SEPTEMBER 3, 2016

The Philippine National Police joins the Filipino nation in peaceful mourning over the loss of innocent lives in Davao City last night.

Even as we strongly condemn this evil act of terrorism, we express our deepest sympathy to the orphaned families of the deceased and extend our helping hand to the dozens others hurt. Government efforts are now largely prioritized on care for the wounded.

A thorough technical investigation is underway by our Post-Blast Investigators and Crime Laboratory examiners. A security lockdown is in effect in Davao City as police and military security forces fan out to certain locations to reinforce control points on ingress and egress to and from Metro Davao.

Upon President Rodrigo R Duterte's declaration of a national State of Lawlessness, all PNP units across the country have been placed on FULL ALERT condition effective September 3, 2016.  The 100% availability of police resources and personnel will give the PNP greater flexibility and momentum to implement security measures and conduct police operations to identify and arrest the perpetrators of this crime.

It must be understood that this particular incident is confined only within Davao City. Let me emphasize that this is not a crisis situation— we are too far from such point of being unable to help ourselves. Government remains in complete control of the situation, in Davao and the rest of the country.

Nonetheless, we urge our people to remain vigilant yet calm in the face of this situation.
Based on historical data and experience, some quarters, including criminal elements and threat groups, may take advantage of the situation to foment chaos, fear and instability as means to promote their own interests.

The PNP, in cooperation with the AFP, will not allow this incident in Davao City to escalate and spill into other key cities of Mindanao.

We will not be cowed by this single act of terrorism; these people don’t deserve an inch of space in a civilized society. (posted by: Becky D. de Asis)

NYC CONDEMNS DAVAO BOMBING; CALLS FOR YOUTH VIGILANCE

(Sept.02 Davao Bobming, kills 14 individuals and 70 wounded) photo by rappler.com
The National Youth Commission strongly condemns the recent bombing incident in Davao City that prompted the President to declare a region wide State of Lawless Violence.

In a recent statement, the NYC further reiterated that whoever are the perpetrators of this dastardly act must be meted with punishment of equal magnitude as the crime they committed because this disrupts the peace and order situation that the current administration is working on.

On the other hand, the NYC calls for vigilance among the youth; to be extra cautious and to be always conscious of possible emergency situations brought about by this horrendous incident.

It is at this time that all Filipinos must remain calm and to institute measures to thwart future attempts to create commotion and to sow fear.

Lastly, it is encouraged that everyone must take part in a relentless advocacy to promote a culture of peace and non violence in all parts of the country. (posted by: Becky D. de Asis/the redline news-zamboanga)
