PCSO earns P5-billion from expanded STL

MANILA  -- The expanded Small Town Lottery (STL) of the Philippine Charity Sweepstakes Office (PCSO) has earned a whopping more than PHP5 billion in just a span of five months this year, according to PCSO General Manager Alexander Balutan.

“We’ve already earned PHP5,018,967,224.14 which was 173.38 percent higher compared to the revenue generated in the same period last year,” Balutan said in a statement on Tuesday.

From January to May 2016, the PCSO recorded a total of PHP2,066,178,884.00 revenue from STL and a total of only PHP6.4-billion for the whole year.

“The increased STL sales in just 5 months simply shows that the PCSO is already gaining ground in our efforts to increase the government’s revenue in order to help more Filipinos in need of medical assistance,” Balutan said.

Balutan explained that 30 percent of the sales from STL goes to charity fund of PCSO which shall be used for the various health and charitable programs of the agency, including the Individual Medical Assistance Program (IMAP) wherein more than 300,000 Filipinos benefited in 2016.

At present, more than 50 of the 56 Authorized Agent Corporations (AACs) approved by the board are now operating while another 36 are set to be declared as authorized next month to operate STL.

“In January, 56 AACs were launched and the board recently approved the authorization of 36 additional agent corporations to help us increase our revenues even more,” he said.

Balutan said the PCSO will continue the STL expansion as it envisioned to have STL operations in the 81 provinces and more than 100 chartered cities all over the country.

According to Balutan, PCSO only authorizes one AAC to operate in every province and chartered city across the country.

Balutan said that he is confident that the PCSO can generate up to PHP27-billion this year from STL alone to fund health programs and charitable services as directed by President Rodrigo Duterte. (Christopher Lloyd T. Caliwan/PNA)

501BDE Conducts DENCAP To ‘Adopted School’

CAMP BUD DATU, Indanan, Sulu – At least 45 pupils and parents are recipients of the Dental Civic Action Program (DENCAP) launched by the 501st Infantry Brigade (501BDE) at Panglima Mammah Elementary School, June 22.

The DENCAP was held in coordination with the school administration to address dental concerns of their pupils as well as some of the parents who can’t afford to avail the services of a private dental clinic in Jolo, the capital town of Sulu.

DENCAP is just one activity among the many endeavors that the Philippine Army units in Sulu would like to extend to its adopted schools to show concern for their well-being.

A lecture on personal hygiene and oral health was also facilitated by 1st Lt. Rodriguez, newly assigned Dental Officer of 501BDE. These are manifestations that Valiant Troopers are looking after the welfare of the people showcasing Army’s Core Purpose of ‘serving the people and securing the land’.

Adopt-A-School program is simultaneously launched by 501BDE and its Battalions during the opening of classes this month. Students of adopted schools initially received shoeboxes containing school supplies and hygiene kits under the Philippine Army’s ‘Project Shoebox’ with the theme: ‘Kahon Para Sa Kapayapaan’. Some adopted schools also received books.

A total of 2,443 shoeboxes and 1,086 books were distributed during the Memorandum of Agreement signing between the adopted schools and Army units this June. It is expected that all adopted schools shall avail other programs of the 501BDE and its Battalions like the just concluded DENCAP in collaboration with different stakeholders.

Although 501BDE is relentless in the conduct of Focused Military Operations against the Terrorist ASG and other lawless elements especially now that Sulu is under Martial Law, it still find time to engage in Civil-Military Operations activities directly benefiting the civilian populace, more importantly targeting students who will inherit all the efforts of the military in making Sulu a peaceful and progressive province in the near future.

Army Launches ‘Adopt-A-School Program’ in Sulu

CAMP BUD DATU, Indanan, Sulu – At least 2,443 conflict-affected children are recipients of the Philippine Army’s ‘Project Shoebox’ Season Six dubbed as ‘Kahon Para Sa Kapayapaan’ as 501st Infantry Brigade (501BDE) launches ‘Adopt-a-School Program’ to different Elementary and Secondary Schools in Sulu this June 2017.

Adopt-A-School Program aims to strengthen the partnership between Army Units deployed in Sulu with different Schools for the improvement of its facilities to make each adopted school a place more conducive for learning, advancement of the standard of education and help provide the school supplies and hygiene kit for the students through ‘Project Shoebox’ in collaboration with different stakeholders.

Microsoft investigates attack of Petya encrypting virus

MOSCOW   -- Software giant Microsoft is investigating reports into Tuesday’s attack of the encrypting virus Petya, which attacked computers in various countries worldwide earlier in the day, a Microsoft spokeswoman told TASS.

"We are aware of the situation and are investigating it," she said.

The large-scale virus attack on oil, telecoms and financial companies in Russia and Ukraine was registered at about 2 p.m. Moscow time.

Costin Raiu, the global research and analysis head at the Russian web security company Kaspersky Lab, wrote in his Tweeter account on Tuesday that the ransomware that emerged on June 18 this year "has a fake Microsoft digital signature appended."

According to the preliminary data of the Group-IB internet security company, the virus has attacked about 80 organizations in Russia and Ukraine. The malware blocks computers and prevents users from uploading an operating system. The virus extorts a USD 300 ransom in bitcoins for the resumption of work and file-decrypting. (Itar-TASS)

Army’s Project Shoebox Reaches Sulu

FORT BONIFACIO, Taguig City – Civil-Military Operations Group, Philippine Army launches ‘Project Shoebox’ Season Six dubbed as ‘Kahon Para Sa Kapayapaan’ this June 2017 to benefit 2,443 Tausug students affected by hostilities between government forces and the terrorists ASG in Sulu.

This is the second time that CMOG, PA in collaboration with Junior Chamber International (JCI) San Juan Dambana accumulated shoeboxes containing school supplies, hygiene kits and short messages from the donors to manifest concern to these less fortunate and conflict-affected children in Sulu to inspire them to persevere in their studies.

Aside from the shoeboxes to be distributed to students, there are also 1,086 textbooks to be given to elementary and secondary schools identified to be within the area where ASG seek refuge like in the municipalities of Patikul and Talipao all of Sulu.

CMOG, PA under the command of Col. Thomas R. Sedano Jr, who introduced ‘Project Shoebox’ to the Philippine Army that is now being institutionalized by the organization, keeps on engaging various organizations for the furtherance of said program that intends to help impoverish students all-over the country.

On May 29, 2017 during the coordinating conference at the Division Office in Jolo, Dr. Tim J. Undain, Sulu Schools Division Superintendent expressed her gratitude to the military for prioritizing their students to be the beneficiaries of ‘Project Shoebox’. ‘Our students really need these supplies so we are happy that you once again prioritize us here in Sulu’, she said.  (posted by Becky D. de Asis-The Redline News PH)

17 ASG Members Surrender To JTF Sulu

CAMP TEODULFO BAUTISTA, Jolo, Su;lu  (The Redline News PH) – Due to the relentless conduct of Focus Military Operations (FMO) complemented by Intelligence and Civil-Military Operations, a total of 17 ASG members yield to forces of JTF Sulu here, in a span of two months.

One ASG member surrenders to 41st Infantry Battalion on March 19; two surrenders to 501st Infantry Brigade on April 27; seven surrenders to Philippine Marines Ready Force – Sulu on May 08; two surrenders to 2nd Special Forces Battalion on May 16; and, another five ASG members surrender to PMRF-S on June 01, 2017.

One M14 rifle; five M16A1 rifles; five M1 Garand rifles; two Caliber .45 pistols; and, one Caliber .38 pistol were also yielded by the ASG surrenderees along with several magazines and bullets as a sign of their genuine intention in returning to the folds of the law.

Among the compelling reasons that caused their surrender is the hardship and fear of being killed in vain due to the relentless FMO, the breakdown in their leadership particularly the recent death of ASG Sub-Leader Alhabsy Misaya, the un-Islamic deeds of their group of be-heading their kidnap victims and other inhuman and terroristic acts, and most of all they now want to live peacefully with their families.

As a normal procedure, a surrenderee undergoes medical examination, custodial debriefing, and JTF Sulu also facilitates the conduct of ‘Pledge of Commitment Ceremony’ wherein an Imaam (Muslim Priest) read some verses from the Holy Qur’an then gives sermon about the true meaning of Jihad and Islam teachings to the surrenderees.

They then pledge to commit themselves to follow the peaceful path of Islam and to renew their lives.

All 17 surrenderees are now reunited with their families since there was no prior case filed against them in court. However, if a case has already been filed to an ASG surrenderee, he shall be turned-over to the PNP after the conduct of custodial debriefing by the military for proper disposition.

The continuous surrender of ASG members to JTF Sulu can be attributed to the professionalism exercised by the soldiers having one thing in common despite of their differences.

That is having ‘a mind of a warrior and a heart of a peacekeeper’ – fierce in battle but so humane to civilians and even to enemies who signified their intention to surrender just like what the 17 ASG members did.

This attribute is inherent to the AFP but has been further exemplified during the leadership of Brig. Gen. Cirilito E. Sobejana, commander of Joint Task Force Sulu when he assumed office last February 2017.

JTF Sulu leadership’s gesture of accepting surrenderees prove that it is committed in pursuing peace initiatives for the betterment of the Tausugs rather than just waging war to defeat the terrorist ASG.

This also manifests the genuine concern of JTFS forces for the welfare of the Tausugs who are the very reason why soldiers, sailors, marines and airmen leave their families behind and at times even offer their own lives in their quest to win the peace for Sulu.

‘We are thankful that more and more ASG members are now committing themselves to return to the folds of the law.

We urge other ASG members to do the same because it is just a matter of time and our troops will find them.

We will not stop until the last of these terrorists and other lawless elements are neutralized especially that Martial Law has now been declared by the President.

We encourage the citizens of  Sulu to join us in our campaign so that we can all focus in developing this Province after all the threats has been eradicated,’ said Brig. Gen. Cirilito E. Sobejana. (Courtesy of Maj. Deo R. Martinez/PR/posted by Becky D. de Asis-The Redline News PH)

Prisoner swap talks not sanctioned by gov't — AFP spokesman

MANILA, June 27 -- The decision of local religious leaders to negotiate with Maute Group terrorists regarding the release of certain hostages is not sanctioned by the government, said Armed Forces of the Philippines (AFP) spokesperson Brig. Gen. Restituto Padilla on Tuesday.

He issued this statement in wake of reports claiming that Abdullah Maute, one of the leaders of the lawless elements responsible for wrecking havoc in Marawi City, is open to swap Father Chito Suganob in exchange for the release of his parents, Cayamora and Ominta "Farhana" Maute, who were arrested earlier this month.

"Government's policy not to negotiate with terrorists remains. Hence, the local religious leader led talks with the terrorists last Sunday is one that was not sanctioned by government, the military and our political leaders," Padilla said.

"Any demands made inside therefore hold no basis. Let us continue to remind the public that the gravity of their (terrorists and their supporters) offense is immense and they must all be held accountable for all their actions," the military official stressed.

Conflict in Marawi City started when government security forces attempted to arrest Abu Sayyaf Group leader Isnilon Hapilon, the ISIS "Emir" in Southeast Asia, last May 23.

As of this posting, the number of terrorists neutralized by military operations are placed at 290, with the number of government troops killed in action at 70 and 27 civilians executed.

Number of firearms recovered from the lawless elements are placed at 347 with the remaining hostages placed at 150 to 200.

Number of still active Maute Group terrorists are placed between 100 to 120. (PRIAM F. NEPOMUCENO/PNA)

Google.ru’s temporary ban should serve as reminder to others

MOSCOW   - A brief ban of Google’s Russian edition should serve as a reminder that even Internet giants are not guaranteed against suspension if they deal with prohibited content, a senior Russian lawmaker has said.

Earlier on Thursday, www.google.ru was included into the single registry of websites, banned for containing prohibited information. By the time Russian internet service providers started to enforce the ban, the notification was removed. A spokesman for Russia’s telecom and IT watchdog Roskomnadzor, Vadim Ampelonsky, told TASS that one of pages redirected traffic to a website with banned information, namely a page of a bookmaker’s office, blocked upon a request from the Federal Tax Service. Access was restored once the issue was fixed several hours later.

Leonid Levin, who heads the State Duma’s committee on information policies, IT and communications, said the move was neither a mistake nor a provocation by hackers.

"The fuss around this issue once again shows how sensitive this issue is for citizens and media. This should serve as a warning for web companies that will make them choose their partners with greater responsibility," the lawmaker added.

"It all shows that no one is viewed as untouchable in the Russian legal domain, and even major Internet players should not abuse their position and avoid dealings with websites engaged in illegal activities," the committee’s press service quoted Levin as saying.

The lawmaker expressed his support for Roskomnadzor chief Alexander Zharov’s initiative of setting a special working group within the framework of the State Duma’s committee on information policies, IT and communications, charged with legal aspects of removing prohibited content. Bill seeks punishment for spread of fake news

MANILA   - A bill was filed Thursday seeking to penalize any person or entity who maliciously offer, publish, distribute, circulate, and spread false news or information in print, broadcast or online media.

Under Senate Bill No. 1492, or An Act Penalizing the Malicious Distribution of False News and Other Related Violations, Sen. Joel Villanueva defined false news or information as those which either intend to cause panic, division, chaos, violence, and hate, or those which exhibit a propaganda to blacken or discredit one's reputation.

"The effect of fake news should not be taken lightly. Fake news creates impression and beliefs based on false premises leading to division, misunderstanding and further exacerbating otherwise strenuous relations," Villanueva said in a statement.

Villanueva said that the proliferation of fake news should not be tolerated especially when the public interest was at stake, stressing that he wanted stiffer penalties for public officials as well.

He said that the passage of this bill would encourage citizens, especially public officers, to be more responsible and circumspect in creating, distributing and/or sharing news.

Villanueva’s measure states that any person who will be proven guilty of malicious creation and distribution of false news will face a fine ranging from PHP 100,000 to PHP 5,000,000 and imprisonment ranging from 1 to 5 years.

“If the offender is a public official, he or she will be made to pay twice the said amount of fine, and twice the period of imprisonment; and absolute disqualification from holding any public office,” Villanueva’s measure said.

The measure also stated that if a violator was proven to have aided and encouraged the malicious creation and distribution of fake news, he or she will be slapped with a fine ranging from PHP 50,000 to PHP 3,000,000 and imprisonment ranging from 6 months to 3 years.

Moreover, a public official guilty of the said act will be meted out with twice the amount of fine and will have to serve twice the said period of imprisonment; and absolute disqualification from holding any public office.

Any mass media enterprise or social media platform that fails, neglects, or refuses to remove false news will also be penalized with a fine ranging from PHP 10,000,000 to PHP 20,000,000 and imprisonment ranging from 10 to 20 years. Gov't forces also clearing Marawi of IEDs, other explosives

MANILA   -  Aside from clearing the remaining Maute Group remnants in Marawi City, the Armed Forces of the Philippines (AFP) on Wednesday announced that part of the ongoing operations is involved at clearing and removing improvised explosive devices (IEDs), landmines and unexploded ordnance in the locality.

This is to ensure that no civilians will be hurt nor killed once residents started returning in order to rebuild their city, AFP public affairs office chief Col. Edgard Arevalo said.

"When we say clearing operations, it does not only involved flushing the remaining Maute Group members, this includes removal of IEDs, landmines, and unexploded ordnance. This will take a while to ensure that no injury nor death will be inflicted to returning civilians," he said in Filipino.
