‘Pinoy Aquaman’ heads for UK for historic swim

MANILA, July 26 -- Endurance swimmer Ingemar “Pinoy Aquaman” Macarine is heading for the United Kingdom over the weekend in his quest to become the first Filipino to cross the 21-mile (33.8km) English Channel next month.

Macarine, an environmental lawyer who has staged several record-breaking open water swims around the country, will start his acclimatization training next week in the cold waters of English Channel, which separates southern England and northern France.

The acclimatization in Folkstone will focus on training Macarine’s body to endure the 15-degree Celsius water temperature in the channel, which according to him is one of his “greatest concern.”

“Most of the endurance swimmers who tried the area gave up because of the water temperature,” he told the Philippine News Agency Wednesday (July 26).

Mt. Everest of swimming

Macarine, 41, attempted the English Channel swim last year but went home empty-handed due to bad weather.

To prepare for this swim, Macarine said his swimming coach instructed him to “swim two hours everyday in the cold water.”

According to the website of Channel Swimming Association’s (CSA), which manages the swimming attempts at the UK’s side of the English Channel, the crossing “usually start at or near Shakespeare’s Cliff or Samphire Hoe (in between Folkestone and Dover), and aim to finish at or near Cap Gris Nez (between Boulogne and Calais).”

Macarine considers the 21-mile swim “the Mt. Everest of long-distance swimming,” especially for him who comes from a country with tropical climate.

Thelmo Cunanan Jr., founder of the First Filipino International Movement that is organizing the First Filipino English Channel Swim, agrees.

“This is considered the “Mount Everest’” of open water swims and will be a test of physical and mental strength, courage, sheer human will and heart,” said Cunanan.

However, Macarine said his previous long-distance swims, including in the cold waters of the United States, have prepared him for the task.

Preparations

Macarine successfully swam the Chesapeake Bay in Maryland in 2015, the Alcatraz Island Penitentiary to mainland San Francisco in California in 2014, and in Lake Lane in Florida in 2014. In May this year, the “Pinoy Aquaman” conquered the 8.4-kilometer icy cold waters of the Hudson River in New York.

Macarine, an official of the Commission on Elections (Comelec), has a total of 32 open water swims under his belt.

This year alone, he completed six marathons swims in the country, including the 24 kilometer grueling swim from Dumaguete to Siquijor, and the 18-kilometer Argao, Cebu to Loon, Bohol swim.

The Surigao-born swimmer said he intends to finish the English Channel swim in 16 hours.

“This swim, I will only be wearing regular swimming trunks, swimming cap and goggles,” he said, noting that he will not wear any thermal suit.

According to the CSA, the shortest distance to cross the English Channel is 21 miles, but some swimmers may have to swim longer if they miss Cap Gris Nez because of the current.

The association said the channel became popular among swimmers when Matthew Webb, a 27-year-old steamship captain, successfully crossed it in 1875.

Since Webb, about 1,100 solo swimmers have conquered the distance, the CSA said.

Advocacy

Macarine said he will try his crossing between August 15 and 20, citing strict rules set by the Channel Swimming and Pilots Association.

The association requires swimmers to register and assigns swimmers to a boat captain who is trained to monitor channel swimmers.

On any given day, 10 to 12 swimmers may be in the water, CSA said, but they are going at different speeds and taking different routes between England and France.

Macarine’s swim is part of his lifetime advocacy for clean seas, environmental tourism, and climate change awareness.

Just like in his previous open water marathons, Macarine will adhere to the Marathon Swimming Federation Rules and performed solo swimming without floating aid or help from any human or sea vessel.

The English Channel crossing is supported by the Philippine Sports Commission and the Comelec. (Roel N. Catoto/PNA)

NPA releases police officer to President Duterte

DAVAO CITY, July 30 --

The New People's Army (NPA) on Friday (July 28) released PO1 Alfredo Basabica Jr. in Baganga, Davao Oriental.

Basabica, 26, was held captive for 17 days.

He was on his way to Davao City when he was captured by the NPA around 4 p.m. on July 11 in Compostela town, Compostela Valley province.

Basabica was met by his parents and his fiancee Princess Dacuycuy, whom he was supposed to marry last Saturday (July 29).

The release came in the midst of the government's termination of the peace talks with the communist group.

President Rodrigo Duterte earlier cited various reasons for the termination, including the ambush of members of the Presidential Security Group (PSG) and of Police Officers in Negros Oriental.

However, despite the cessation of peace talks, the Front Committee 25 of the NPA requested to release their Prisoner of War (POW) to President Duterte.

The Office of the Special Assistant to the President of Secretary Christopher Bong Go, facilitated the release of Basabica and even transported the police officer from the area of the release.

Two days after his release, Basabica was formally presented and turned-over to President Duterte in Davao City.

Ka Rene of the NPA’s Front 25 said they were scheduled to release Basabica earlier but ongoing military operations prevented them to.

Basabica, according to the release order of the National Democratic Front of the Philippines (NDFP), was released for his acts and conduct while under detention and during investigation. He has been observed to have exhibited remorse for his offenses and has voluntarily desisted from committing further crimes against the people and the revolutionary forces. (PCO Davao)

AFP now taking steps to curb troop sickness in Marawi

MANILA   -- Steps are now underway to ensure that no additional troops will be sick with dengue, diarrhea and other water-borne diseases while battling Maute Group remnants in Marawi City.

This was the assurance given by Armed Forces of the Philippines (AFP) spokesperson Brig. Gen. Restituto Padilla when asked on what steps the military is doing to prevent these diseases from infecting soldiers deployed in the above-mentioned city.

This includes cleaning and possible fumigation of the quarters being used by troops, he added.

Sanitary conditions in the city has been ideal for various diseases as garbage, human remains and others remain uncollected due to the heavy fighting.

Fighting in the area has been raging since May 23 when government forces made a botched attempt to arrest Abu Sayyaf leader and ISIS "emir" Isnilon Hapilon.

As of this posting, the number of government troops killed in the ongoing operations in Marawi City has been placed at 114 with Maute Group killed at 482.

Civilians executed or killed by the bandits are still placed at 45.

On on the water-borne diseases, Padilla assured the public that sufficient supplies of clean and potable water is being provided to all front-line troops.

But he added that it is possible that soldiers are augmenting this supplies with locally, through wells or stored rain water, hence, the sudden influx of diseases.

Earlier, reports claimed that 25 troops have fallen ill with dengue, diarrhea, and typhoid while battling Maute Group remnants in Marawi City. (Priam F. Nepomuceno/PNA)

More evacuees receive relief goods in Ramain, Lanao del Sur

Marawi City  -  Ramain, which is supposed to be the nearest municipality from Marawi, became the farthest after the route towards the areas was cut when fighting started between the government forces and the Daesh-inspired group last May.

Nine truckloads of goods that were transported by personnel of the Provincial Social Welfare and Development, Lanao del Sur and the soldiers under Task Group Ranao, led by Brigadier General Ramiro Rey, and the soldiers of the 103rd Brigade, led by Colonel Gene Ponio, reached the hands of 2, 772 internally displaced families in Ditsaan, Ramain Municipality in Lanao del Sur.

Each family received a half-sack of rice, some canned goods, and other commodities through the courtesy of the World Food Program, a humanitarian organization of the United Nations.

Abedin Bala Maunte, 37, married with four kids, whose children are temporarily attending school near Ramain, said: “Gusto naming magpasalamat sa gobyerno at sa mga taong tumulong saamin sa gitna ng sagupaan ng militar at mga terorista.” (“We want to thank the government and those who extended their assistance amid the gun battle between the military and the terrorists.”)

Before the terrorist attacked Marawi, Maunte and his family live in Lilod, Saduc, Marawi City, where the patriarch works as a welder. They are among the thousand families temporarily sheltered in Barangay Buada Babay, Disaan, Ramain in Lanao del Sur.

“Nagagalak po kami sa mga tulong na aming natatanggap mula sa gobyerno at iba pang tao, ngunit nanawagan rin po kami sa mahal na Presidente na sana ay madagdagan pa ang tulong na pinansyal, pagkain, at kadamitan para sa aming araw-araw na pamumuhay (We are elated with the help that we are receiving from the government and the people; however, we are calling on the President to help us as we need more assistance in terms of money, food, and clothes to sustain our living),” said Caironisa Saro, 26, married to a former farmer with 6 children, whose family is among the refugees in Ramain.

Engineer Mustapha Salic, the municipal planning and development coordinator of Ramain, said this is the fourth set of relief goods that were distributed by the government to the evacuees.

Personnel of the Provincial Social Welfare Office of Lanao del Sur and the Provincial Disaster Risk Reduction and Management Council assisted in the delivery of goods, while the LGU Ramain supervised the distribution.

The evacuees earlier received kitchen utensils, food packs, and hygiene kits from various benefactors.
Ramain Municipal Mayor Saidamen “Axel H. Amer Adiong also expressed his gratitude to the government, through the different offices and agencies, including the provincial government, for the delivery of goods.

“We want to thank you for heeding to the cry of Maranaos and for delivering more assistance to the refugees,” said Adiong. “I also commend the armed forces for allowing our fishermen from 14 barangays in Ramain to continue fishing in Lanao Lake for their sustenance," added Adiong.

Representatives of the DTI- Autonomous Region in Muslim Mindanao were also present to monitor the prices of basic commodities in the municipalities hosting evacuees, including Saguiaran, Pantar, and Ramain.

Nasser Repors, chief admin of the Lanao del Sur Provincial Office of the ARMM, said, “The slight increase in the prices is tolerable, taking into consideration the transportation expenses incurred by small-scale entrepreneurs, who are passing a longer route after commuters were denied access on the previous route from Marawi to Ramain and vice versa.”

The agency further recommended to the local government of Ramain the immediate activation of the Local Price Coordinating Council to monitor and regulate the prices of commodities.
“Rolling stores will be coming in with goods the same as with the prices in Iligan City anytime this week,” added Arumpac.

The relief distribution ended around 4 in the afternoon.

Meanwhile, the Task Group Tabang, led by Colonel Sedano, spearheaded the conduct of a poster-making contest as part of its peace-building initiatives in different evacuation centers last Monday (July 24).

Maranao children scribbled messages of peace and denounced violent extremism in the City of Marawi.
Posters, appealing for the cessation of armed conflicts and the rehabilitation of the besieged city, showed the sentiments of at least 31 Maranao children, who are displaced by the prolonged battle between the Joint Task Force Marawi and the Daesh-inspired group.

"Hangad namin ay kapayapaan, hindi gyera,” cried a Maranao child, while grasping his self-made poster.

More recreational and sports activities are already scheduled for the different evacuation centers this month.
On that same day, the Task Group Tabang also distributed 4,250 food packs in the municipalities of Balo-i and Saguiran. The food packs were donated by the Regional Government of Autonomous Region in Muslim Mindanao, Governor Mujiv S. Hataman. The goods were traveled by the 6th Infantry Kampilan Division through M35 trucks, from Central Mindanao to Marawi over the weekend.

"We wish to give humanitarian efforts the same priority as with our combat operations," said Brigadier General Joselito Bautista, Commander of the Joint Task Force Marawi.

"Civil Military Operations officers and personnel, together with humanitarian groups, are currently imbedded in different evacuation centers to foster and care for our evacuees and to somehow ease their burdens through the conduct of different recreational activities."

Lieutenant General Carlito G. Galvez, Jr, Commander of the Western Mindanao Command, also thanked the World Food Organization and the Honorable Governor Mujiv S. Hataman for the food packs provided.

The WestMinCom chief vowed to continue supporting all humanitarian activities and make all efforts IDP-centered.

COTABATO CITY, July 30 – Police and military forces are hunting down members of outlawed Bangsamoro Islamic Freedom Fighters (BIFF) who tried to shoot down a private chopper carrying Maguindanao Gov. Esmael Toto Mangudadatu and his brother Saturday, police said Sunday.

Mangudadatu, his brother Mayor Freddie Mangudadatu of Mangudadatu town, Maguindanao were aboard a helicopter piloted by Capt. Dennis Figueroa en route to the Army’s 6th Infantry Division headquarters for a speaking engagement when the shooting occurred over the town of Datu Salibo.

Duterte admin leverages PH education programs

MANILA   - President Rodrigo Duterte, in his second State of the Nation Address (SONA) held Monday, announced that among his administration's accomplishments is on leveraging the education programs in the country.

This includes expanding the alternative learning system (ALS), and increasing the number of learners, the President said.

"We will continue to widen the scope and fully implement K to 12 that highlights skills training, learner mobility and lifelong learning among Filipinos," he stressed.

ALS is Department of Education's (DepEd) curriculum that reflects a set of knowledge, skills and competencies that learners can develop to meet basic education's minimum requirement.

DepEd actually ensures that out-of-school youth and adult learners are still aligned with the K-12 program by launching the ALS-K to 12 Basic Education Curriculum this month.

Basically, the said curriculum is based on content and performance standards as well as the learning competencies. Noting that it is the agency's mandate to ensure that no learner will be left behind, the DepEd earlier cited that this new curriculum aims to enable ALS students to have the same quality of education that would avail them of the four exits of K to 12 -- higher education, employment, entrepreneurship and middle level skills development.

To enable more girls to avail of ALS, the DepEd has recently partnered with the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the Korea International Cooperation Agency (KOICA) for a project called "Better Life for Out-of-School Girls to Fight Against Poverty and Injustice in the Philippines".

This project aims to help improve the girls' quality of life by establishing a Girls Education Center, which will be piloted in Tacloban City, Leyte, according to DepEd.

The agency also targets the girls because Education Secretary Leonor Briones believes Filipinas, especially the youth, are still dealing with gender-based disadvantages.

DepEd also explained that this project was based on a study that identified multiple challenges faced by female students that made them drop out from school.

Meanwhile, just last week, DepEd has launched the Bangkarunungan Program in Malalag District, Davao Del Sur, to reach those who are illiterate and those who were not able to finish school.

The DepEd has set up a floating community center for the out-of-school youth and adults working in the fish industry in Malalag Bay.

Classes for this program are scheduled every Wednesday and Thursday after milkfish feeding time. The floating community center, which is actually a boat, has books, modules and instructional devices in it.

Meanwhile, President Duterte has also promised to provide education to the family of fallen soldiers or policemen.

He acknowledged that members of the Armed Forces and the police are silent heroes who risk their lives everyday to protect the country.

In recognition of their valor, the government has crafted a program to provide them with comprehensive social assistance, including financial, should they meet harm in the performance of their duty.

"For the family left behind by those who fell or are rendered totally disabled in the line of duty, we shall provide shelter, health care assistance, education, and employment, President Duterte said. (Ma. Cristina C. Arayata/PNA) #DuterteSONA2017/posted by Becky D. de Asis-The Redline News

Most wanted Abu bomb expert under Sahiron neutralized in Tawi-Tawi

Zamboanga City - The sustained conduct of law enforcement support operations launched by the troops and the police yielded to the neutralization of a notorious gunner and bomb expert of the Sulu-based Abu Sayyaf Group under top leader Radullan Sahiron, and another member included in the police watch list in Western Mindanao within a span of three days.

Composite elements of the Joint Task Force Tawi-Tawi and the Provincial Police Office of Tawi-Tawi neutralized Abu Sayyaf and kidnap-for-ransom member Ibno Moro in Barangay Kamagong, Bongao, Tawi-Tawi at around 10:30am of July 15.

Moro, who has a standing warrant of arrest for murder, was a former member of the late sub-leader Jul Asman Sawadjaan, who operated in Tawi-Tawi and Sulu.

Ranked as Top 8 Most Wanted in the province of Tawi-Tawi, Moro was involved in the 1989 massacre in Barangay Lapid-Lapid, Bongao; the 2004 kidnapping of Sibuto Mayor Kuyoh Pajiji of Sibutu; the 2002 kidnapping of Alvin Chua at the Chinese Pier in Bongao; and the 2004 murder of Rodrigo Alejandro Sr. and his son, Rodrigo Alejandro, Jr., in Barangay Buan, Panglima Sugala.

"This is another operational feat attributable to the efforts of our troops on the ground and the police," said Lieutenant General Carlito G. Galvez, Jr., Commander of the Western Mindanao Command.

"I commend and congratulate Brigadier General Custodio J. Parcon, Jr., Commander of the Joint Task Force Tawi-Tawi, and his troops, as well as Police Senior Superintendent Jerich Tan Royales, the Police Director of Tawi-Tawi PPO, and all the policemen of Tawi-Tawi for a job well done."

"Given the key involvement of Moro in various kidnappings perpetrated by the Tawi-Tawi-based Abu Sayyaf members, the neutralization of the notorious bandit is deemed a big blow on the Abu Sayyaf and kidnap for ransom group, which has faced substantial loss as a result of our intensified operations."

“With the support of the community, local chief executives, and our stakeholders, the province of Tawi-Tawi is fast becoming a template for other provinces to achieve peace and development,” added the WestMinCom Chief.

Meanwhile, elements of the Joint Task Force Zamboanga and the police also arrested Abu Sayyaf member Abdulmubin Kudalat Salamuddin, a.k.a. Mubin, in a joint conduct of law enforcement operation in Barangay Guiwan, Zamboanga City at around 10:45pm of July 13.
A fragmentation grenade was also recovered by the government forces from Salamuddin.
"Salamuddin is currently employed as a security guard at the Black Arrow Agency and is detailed at one of the malls in Zamboanga City," said Colonel Leonel Nicolas, Commander of the Joint Task Force Zamboanga.

"Involved in the 2002 Sidapan kidnapping, Salamuddin is a member of Sahiron and is trained by Jemaah Islamiyah member Amin Bacho, a.k.a. Jihad, in manufacturing Improvised Explosive Devices and improvised landmine in Sulu."

A gunner for the Abu Sayyaf, Salamuddin supplies firearms and ammunition to the Sulu-based terrorist group.

"The JTF Zamboanga will continue to assist the police in the intensified conduct of law enforcement operations to contain the bandits within Zamboanga City," added Colonel Nicolas. "Keeping Zamboanga safe and secured will always be our top priority."

LtGen Galvez also congratulated Colonel Nicolas and his men, as well as the policemen of Zamboanga City, and urged them to make the recent feat a motivation to achieve more and do more.(PR/posted by Becky D. de Asis-The Redline News)
