In  turn-over ceremony, MILF chair Al Haj Murad Ebrahim assumed the top post of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) from ARMM Regional Governor Mujiv Hataman at the Shariff Kabunsuan Cultural Center here.

Ebrahim, who led the 10,000-strong Moro Islamic Liberation Front (MILF) during decades of separatist rebellion, swapped his bush jacket for formal clothes as he took the reins as interim leader of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

“Now the government that we have longed dreamt of, fought and struggled for, is finally establish in our homeland,” Murad said. “The trust and responsibility over the Bangsamoro government is now in our hands. We are accountable for it.”

Ebrahim now heads an 80-member team in leading the BARMM, a zone made up of at least five southern provinces where MILF will oversee self-rule until local voters elect their own parliament by 2022.
The historic event was witnessed by Office of the Presidential Adviser on the Peace Process Secretary

Stop making death threats to priests: Duterte

MANILA -- Amid concerns raised by Manila Archbishop Luis Antonio Cardinal Tagle that priests have been receiving death threats from persons claiming to be working for the Presidential family, President Rodrigo R. Duterte warned impostors to lay off or face him.

Duterte made this remark during the campaign rally of the Partido Demokratiko Pilipino – Lakas ng Bayan (PDP-Laban) in Cebu City on Sunday night.

“Either Muslims or Christians, they had nothing to do with us. Do not do it. Do not try to do it. Religious [leaders] has nothing to do with the vagaries of life. Lay off! Stop threatening them or ako ang makalaban ninyo (you’ll have to face me),” Duterte said.

The President cautioned impostors using his name and urged them to leave religious leaders alone since they have “nothing to do with politics.”

“Oras na galawin ninyo ang mga madre o pari o Imam… wag niyo silang galawin (The moment you touch nuns, priests, or Imam…don’t touch them). Those are religious people,” he added.

During the event, Duterte read to the public the message he received from Tagle about some priests receiving death threats.

“Good day po, greetings from Rome. I was informed that Bishop David and some priests got death threats from someone claiming to be working for the President’s family. Just to let you know, baka may naninira (Perhaps someone is trying to damage the President’s reputation). Thanks, we pray,” Tagle’s message read.

agle is in Rome to attend the recently-concluded four-day Vatican summit on sex abuse by priests.
Duterte said former Special Assistant to the President (SAP) Christopher “Bong” Go has also assured Tagle that the administration had no hand in sending these death threats.

“Wala pong ganun Cardinal. Salamat (There is no such thing, Cardinal. Thank you). Just to let you know that there are persons using the name of the President and his family,” Duterte said.

Meanwhile, Duterte reiterated accomplishments halfway through his term including a "harsher" drug war.

BARMM 'realization' of Moro dreams and end armed struggle: PRRD

MANILA -- The newly-established Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) is a realization of everyone's dream to end the armed struggle in Mindanao, President Rodrigo R. Duterte said on Friday.

"The successful ratification of this Organic Law will enable us to create an environment that will be conducive to the peaceful coexistence between the Muslims, Christians, Lumads, and all tribes of this planet as indigenous peoples and settlers who will consider Mindanao as their home," Duterte said in his speech during the ceremonial confirmation of the Bangsamoro Organic Law (BOL) plebiscite canvass results and oath-taking ceremony of the members of the Bangsamoro Transition Authority (BTA) at MalacaƱang Palace.

Duterte assured various stakeholders that his administration will ensure good governance in BARMM.

"Your courage and determination will never be put to waste. I guarantee that you and this administration will use all the resources within its disposal to ensure better governance and inclusive political empowerment in this new Bangsamoro region," he said.

The President recalled the hardships of the peace process and expressed hope for permanent peaceful co-existence with the ratification of the BOL.

"We would like to see an end of the violence that has rocked Mindanao and have cost so many lives for nothing. If there is any problem at all or in the future, let me assure you that for the remaining years of my work as a government work here, here in this building,

"I assure you, Insha’Allah, I will always do what the law says and what is yours, to what extent that we can give you, not only comfort but happiness to the Muslims of Mindanao," he said.

Duterte challenged the 80 newly-appointed members of the BTA to fulfill a better future for the people of BARMM by committing to the values of the rule of law, good governance, and democracy.

"Always embody the dreams and aspirations of the great men and women who came before you and fought for the recognition of your right to determine your future," he told them.

The President announced the appointment of Moro Islamic Liberation Front Chairman Al Haj Murad Ebrahim as Interim Chief Minister of the Bangsamoro Transition Authority.

We don’t need NPA, we’re distributing lands: Duterte

MANILA -- It is unnecessary to join the communist struggle because the government is willing to distribute lands, President Rodrigo R. Duterte said on Monday.

He made this remark in his speech before more than 700 beneficiaries during the ceremonial distribution of Certificates of Land Ownership Award (CLOAs) in Buluan, Mindanao.

“Up to now, I have about 60,000 hectares already nung na-Presidente ako (when I became President). Hindi na natin kailangan ang NPA (We no longer need the New People's Army). What for?” Duterte said in his speech.

“‘Yan man ang mga kampanya nila -- ibigay nila ang lupa sa tao. Kaya ko mang ibigay ‘yan. Ibinibigay ko na nga (Their campaign is to give land to the people. I can give them that. I have actually already given land),” he added.

Duterte also slammed Communist Party of the Philippines (CPP) founding chairman Jose Maria “Joma” Sison for justifying the communist rebels’ collection of revolutionary taxes for what the exiled revolutionary leader calls the “people’s government.”

“Ano bang hindi namin maibigay? Fifty-three years kayong nakipaglabanan sa gobyerno, ni hindi kayo makahawak ng isang barangay. Tapos gusto niyo patayan lang palagi (What can’t we give? You’ve been fighting against the government for 53 years and you can’t even conquer one barangay. Then you just want to perpetrate the killing),” he said.

The President described the collection of revolutionary taxes as a form of extortion.

“Tapos mag-dream ka na kailangan ka mag-extort kasi ‘yung inyong gobyerno kailangan mabuhay. ‘Yun ang statement ni Sison. Anong gobyerno? Kailan ka ba nagkaroon ng gobyerno? (And then you dream that you need to extort money because your government needs to be funded. That’s Sison’s statement. What government? When did you ever have your own government?)" he added.

Last week, Duterte offered to reopen peace talks but Sison shut it down and described it as an “insult to the revolutionary movement.”

Presidential Spokesperson Salvador Panelo advised Sison to instead rejoin society and contribute his intellect and expertise to peaceful dialogues for the betterment of all Filipinos.

“Sison must step down from his ivory tower and extend his hands for peace, for his own sake, for his followers, for the Filipino people, for his country he loves so well,” Panelo said.

“It is time to rejoin society. There is nothing dishonorable in accepting defeat. There is another path for change other than armed struggle. Filipinos cannot continue killing Filipinos,” he added.

In 2017, Duterte terminated peace talks with the communist rebels following continued attacks against government troops and their insistence to collect revolutionary taxes.

MANILA -- The Commission on Elections (Comelec) on Saturday started the printing of the more than 63 million official ballots to be used in the May 13 National and Local Elections (NLE) at the National Printing Office (NPO) in Quezon City.

Ma. Victoria Dulcero, vice chairman of the Comelec Printing Committee, said they are looking to finish before April 25 the printing of the 63,662,481 ballots for the local polls and overseas absentee voting (OAV).

Of the number, a total of 61,843,771 ballots will be used in the local polls while 1,818,710 ballots are for the OAV.

“In the printing of official ballots, our agency partner is NPO. The NPO is providing us with three printers for this project, which will run 24/7,” the poll official said in a press briefing.

Dulcero added that aside from the official ballots, they will print a total of 1,142,063 ballots to be used in the final testing and sealing (FTS) to test the vote counting machines (VCMs).

“The FTS ballots will be used by our Board of Election Inspectors (BEIs) or Electoral Boards to test the VCMs,” she explained.

Dulcero added that they expect to print one million ballots per day.
Meanwhile, Comelec spokesperson James Jimenez said the OAV ballots will be the first to be printed, to be followed by those for Mindanao provinces, the Visayas provinces, Luzon and the National Capital Region (NCR).

“The first to be printed are overseas ballots, because elections overseas will start on April 13. The OAV election would be ongoing while we print the ballots for the rest of the country,” Jimenez said.
As for the printing of the local ballots, the poll body official said they usually start from the farthest areas.

“The order of printing starts from the farthest. Far-flung areas first and then the last few deliveries will be NCR since it the nearest destination,” he added.
Jimenez also noted that the ballot has its normal security features, such as barcodes, and ultraviolet (UV) marks.

“The ballots will have the normal security features that we normally have -- thumb marks, barcodes, etc. And there are a few others that I cannot tell you because of security. The UV marks can be read by the machine. If the machine is not reading it, then it will be rejected,” he said. (By Ferdinand Patinio /PNA)

UK Embassy to lead active crusade on media freedom

MANILA -- Throughout 2019, the British Embassy in Manila would be leading Britain's global campaign on media freedom in the Philippines.

"In the coming months, you will see us in the Embassy very active on this issue," British Ambassador to Manila Daniel Pruce told reporters during a reception at his residence in Makati on Thursday.

"You will see us standing up for media freedom where we see it under threat. You will see us sharing our experience of how free media is an essential element of any genuine democracy," he added.

Among the activities lined up in 2019 are lectures on media literacy, and events focused on supporting professional journalism and encouraging exchange of views on media regulation.

The envoy said 2018 was one of the "deadliest years ever for journalists," where at least 348 media workers were detained, and 80 killed, “including six from the Philippines.”

Around the world, Pruce noted that journalists and media organizations are targeted and harassed, "often under the thin veneer of due process.’

He noted that supporting a free media "means countering the incoming tides of disinformation."

"While it has never been easier to publish and receive information, it has also never been easier to spread lies and conspiracy theories. So the professional standards of courageous, objective, fact-based journalism have never been more important," Pruce said.

In July, the UK will be hosting an international conference in London, which seeks to gather countries and individuals to mobilize a consensus behind the protection of journalists. (By Joyce Ann L. Rocamora /PNA)

The trauma caused by calamities truly affect the psychosocial make up of every victim. And the Task Force Bangon Marawi believes that, aside from the usual food and medical assistance, the psychological make up of the victims must also be given importance.
