Zamboanga police Recovered floating cadaver in Sacol Island

Zamboanga City (The Redline News Philippines) - An unidentified male person was found floating on the high seas of Barangay Busay, Sacol Island, Zamboanga City at about 9:00 o’clock in the morning of February 26, 2017 police said.

Police said the cadaver was on a state of decomposition and wearing green shirt, brown short, hog tied with toilet bowl tied around his body as a sinker and face wrapped with a packing tape, age ranging from 20-30 years old and with estimated height more or less 5’2’’ to 5’4’’.

Police initial investigation conducted that, Mr. Ombeng Kapenter saw the victim floating on the above-mentioned ocean, while he was on his way home to Barangay Manicahan onboard on his motorized boat.

Accordingly, the victim is believed to be victim of summary execution by unidentified persons and thrown to the sea,  tie with the toilet bowl as a sinker, police added.   

Meanwhile in separate incidents there was reported an  alleged abduction incident took place along the street of Thomas Claudio St, Zamboanga City at about 6:00 PM of February 25, 2017 police added.

The victim was identified as Benazar Bulusan Sirajani, 19 years old, male, single of Barangay Sinunuc, Zamboanga City.

Accordingly, the victim was walking along the street of Thomas Claudio St, Zamboanga City when a group of male person allegedly took him and boarded him to a four wheeled vehicle sedan type black color.

According to the suspect  while he was on board the vehicle he lost consciousness then when he woke up, the said persons dropped him at the street of Barangay Sinubong, Zamboanga City he said.

Based on the investigation conducted by Zamboanga City Police Station and according to the victim, while walking at said street a male person who was then standing on the bushes called his attention that allegedly there was something strange in the bushes at said vacant lot which the complainant complied to verify, that upon approach said male person placed a folded handkerchief covering his nose and mouth which caused the complainant to lose his consciousness then allegedly boarded him on a said vehicle, further the investigator on case verified for possible presence of CCTV camera but to no avail police reiterated.

Another sea jacking in Tawi-Tawi foiled

ZAMBOANGA CITY (February 24, 2017The Redline News Philippines)– Another sea jacking attempt by suspected Abu Sayyaf Group (ASG) in Tawi-Tawi thwarted when patrolling navy ships responded on the distress call from MV Dong Hae Star, officials said Wedsnesday morning.

Naval Forces Western Mindanao (NFWM) Spokesman Lt. Jose F. Covarrubias Jr said MV Dong Hae Star, a Panamanian flag ship transiting the Sulu Sea from China to Indonesia, reported to Littoral Monitoring Station (LMS) Bongao that suspicious black speedboats with 5 persons each on board was pursuing them in sea waters off Pearl Bank.

According to said MV, the suspicious speedboats desist from chasing them and maneuvered to open sea upon sighting responding navy ships, Covarrubias added.

LMS Bongao continued to monitor said vessel while transiting in Tawi-Tawi. Navy ships under JTF Tawi-Tawi also continue to patrol the area.

The Commander of Naval Forces Western Mindanao, Rear Adm. Rene Medina had deployed additional vessels to JTF Tawi-Tawi and Sulu for maritime interdiction and to support the law enforcement operations in the area.

The AFP condemns the abduction perpetrated by these criminal groups who continuously compromise the peace and order in Western Mindanao.(PR)

Army conducted peace dialogue in Nunungan, Lanao Norte

Nunungan, Lanao del Norte (The Redline News Philippines) - The Bravo Company 15 Infantry Battalion, 3rd Infantry (Spearhead) Division under the supervision of LTC AUDIE A MONGAO INF (GSC) PA, Commanding Officer of 15IB, 3ID, PA has fully supported  to the  government’s mandate  in attaining peace and development in the area of operation.

Nunungan, Lanao del Norte was founded on July 1, 1968 and a third class municipality in the province of Lanao del Norte, Philippines. According to the 2015 census, it has a population of 18, 367 people with twenty (25) barangays and a total area covered 473.28km2 (182.73 sq mi).     

On February 13, 2017 at exactly 09:00 O’clock in the morning the personnel of Bravo Company, 15IB, 3ID, PA led by 2Lt. Fernando D. Oliveros Jr. together with personnel from Alpha Company led by 1Lt. Rainier P. Ubungin  and  Nunungan MPS headed by PInsp. Roylan G. Jumalon  with   Mayor Marcos M Mamay conducted Peace Dialogue/ Pulong-pulong to the local populace of Nunungan at Municipal Hall of Nunungan of the said province.

Said activity discussed  by 1lt. “Bayanihan para sa Kabataan” conducted by 15th IB in far-flung barangay in Lanao Norte

SAPAD, Lanao del Norte (The Redline News Philippines)- DESPITE the declaration of all out war againts the New People’s Army or NPA, soldiers of 15IB of Philippine Army  continue their  activity to earned the trust and confidence of local residents in remote barangay of Sultan Naga Dimaporo municipality here in Lanao Norte.

The said activity was spearheaded by Bravo Company of  15th Infantry Battalion, 3rd Infantry (Spearhead) Division under the supervision of 1Lt. Marlouie S. Dicen (CE), of Philippine Army .

The Military  conducted Tree planting activity were (30) bearing fruit trees  planted; Free haircut services, wherein 78 students benefited and the Molave Warrior shoe box project also distributed at Calube Elementary School,  were 170 students received the said projects.

In cooperation of  KABABATA (Kabataang Bayani ng Taguig) and NSTP Faculty of Taguig City University together with the faculty and staff of Calube Elementary School, Barangay  Officials and PNP personnel of SND MPS, LDN and students, the said activity was successful.


During the activity Ltc. Audie A. Mongao, Commanding Officer of 15th Infantry Battalion of Philippines Army gave his inspirational message to all visitors and guest.

The said activity was fosters good relationship to the local populace and make great smile, happiness and eagerness to the local populace and students.

Despite the road is not passable event it’s rainy session the personnel of Bravo Company 15IB, 3ID, PA was standstill to pursue the mission in supporting the implementation of the government program in delivering the basic services to the area specially the far-flung barangays, said 1Lt. Arnel P. Lozada, Civil Military Officer of the said battalion.

PRO 10 celebrates 26th PNP Foundation Day

PRO 10 Regional Director, PCSupt Agripino G Javier spearhead the 26th PNP Foundation Day with Cagayan de Oro City Mayor Oscar S Moreno as the Guest of Honor and Speaker at RHQ Grandstand, Camp Vicente G Alagar, Cagayan de Oro City today.

Police Regional Office 10 leadership  commemorate the PNP day today of  26 years of truly serving the Filipino people here.

RPCR said that after the people’s revolution in 1986, a new constitution was promulgated providing for a police force, which is “national in scope and civilian in character.” 

The PNP inaugurates its founding anniversary after the effectivity of R.A. 6975 entitled, “An act establishing the Philippine National Police under a reorganized department of the interior and local government in January 1991. 

RPCR further said that  strengthen the PNP into a highly efficient and competent police force, RA 8551 entitled “PNP reform and the reorganization act of 1998” was enacted.

The PNP shall be a community and service oriented agency  and responsible for the maintenance of peace and order and public safety. 

Accordingly, the PNPs initiatives in line with the integrated transformation program to resolve organizational dysfunctions, improve the quality of police services, strengthen law enforcement capabilities and enhance the welfare and benefits of its personnel and dependents.

This 2017, under the leadership of PDG RONALD DELA ROSA, Police Regional Office 10 will continue to take the big leap on administration, transformation and operations, for the police organization to be better prepared, more equipped and more confident in addressing the peace and order issues in the country.

PASIG CITY (The Redline News Philippines)—The Office of the Presidential Adviser on the Peace Process (OPAPP) on Friday announced the new members of the expanded Bangsamoro Transition Commission (BTC)—a body that will draft the new Bangsamoro enabling law. 

The crafting of the law is part of the implementation process of the southern peace pact or the Comprehensive Agreement on the Bangsamoro (CAB) signed between the Philippine government and the Moro Islamic Liberation Front (MILF) on March 2014.

“President Rodrigo Roa Duterte has just released the appointment papers of the 21-member Bangsamoro Transition Commission. 

This will signal the start of the work to come up with an inclusive Bangsamoro law that will truly reflect and address the clamor for a genuine political autonomy for the Bangsamoro people in Mindanao,” Secretary Jesus Dureza, the presidential adviser on the peace process, said.

The creation of the expanded BTC from 15 to 21 was made after President Duterte signed an Executive Order (EO) No. 8 on November 7. 

The EO was one of the agreements reached during the August meeting between the implementing panels of the government and the MILF, where they discussed the new Peace and Development Roadmap for the implementation of the signed peace agreements.

Under the EO, the consultative body will be chaired by the MILF with 11 members, while the government nominates 10 members, including three members from the Moro National Liberation Front (MNLF).

The new members of the expanded BTC are the following:

Irene “Inday” M. Santiago, the chair of the Government Panel Implementing the Bangsamoro Accords, said the members were chosen because of their capacity to listen and their extensive knowledge in Mindanao.

“It is expected that the new members of the BTC will hit the ground running. Their role is vital for us to reach a CAB-compliant enabling law,” she said.

The government has set a deadline for the BTC to submit the draft to Congress by July for deliberations and ratification.

Earlier, Secretary Dureza said the old Bangsamoro Basic Law, which failed to be enacted as a law last Congress, will probably be the basic document, among other pertinent legislations, of the new enabling law. (PR/posted by Becky D. de Asis-The Redline News Philippines)

Filipino Youth Groups Promote Meaningful Change



 Twenty youth groups from all over the Philippines will convene at Diamond Hotel, Manila to highlight projects, programs, and advocacies aimed to bring about meaningful changes in their respective communities on February 12-16, 2017. Ten Accomplished Youth Organizations (TAYO) Awards Foundation, Inc., the premier awardsgiving body for Filipino youth organizations, in partnership with the National Youth Commission, and copresenter Coca-Cola

Foundation Philippines announced the 20 youth organizations to present their entries for the National Finals week.

The National Finals week, also dubbed as the TAYO Week, is the culmination event of the Search where all the representatives of the finalist organizations will experience a series of activities and workshops to amplify their causes.

The weeklong activity will conclude at the Diamond Hotel Ballroom on February 16, 2017 for the National Awarding Ceremonies. On its 14th year of searching for notable youth groups and organizations across the nation, 20 finalists out of 443 entries that have exemplified the values of people power and volunteerism through creative social innovations are now on the last leg of the Search.

The finalists will be judged based on their projects that try to solve challenges on (1) Education and Technology, (2) Health, Nutrition, and Well-Being, (3) Environment, Disaster Risk Reduction, and Climate Change Adaptation, (4) Livelihood and Entrepreneurship, and (5) Culture and the Arts and Peace and Human Development. National judging will be held at the Philippine Senate on February 13, 2017 with Usec. Aiza Seguerra as chairman of the panel.

The winners will be announced on February 16 with Mr. Rustie Quintana, a Filipino youth leader who once represented his organization in 2012, as the keynote speaker. Organizations under Education and Technology category go beyond the models of traditional education, empowering beneficiaries to take on roles first as learners, and teachers and leaders next.

Theirs are exemplary efforts that strived for access to quality education, provision of education to indigenous communities, advancement of information technology, career For Immediate Release February 7, 2017 counselling for K12 students, and equalizing the availability of information for all. Speech of Presidential Adviser on the Peace Process Jesus G. Dureza for the Army Governance Forum

 (Salutations)

Men and women of valor, we now stand at a time when we, thus far, face the toughest hurdle in our peace and development roadmap. Over the weekend, President Duterte declared the cancellation of our peace talks with the National Democratic Front (NDF), as well as with the two organizations within its broad network—the Communist Party of the Philippines (CPP) and the New People’s Army (NPA). Given that we ended the third round of talks in Rome, Italy only two weeks ago on a high note, the turn of events unfolded before us may be described as unfortunate to the budding good relations we have with the CPP/NPA/NDF.

The past seven months that we were engaging with them had solidified our grounds to pave way to our goal of bringing permanent peace and sustainable development. We scored a few strides along the way—in fact, unprecedented accomplishments, which built a positive haven for the rounds of talks that followed. The President’s declaration though may be a momentum breaker to what we have gained; but it must be clear that whichever course President Duterte chooses us to take, we adhere to his wisdom for we trust he holds the best of intentions for this country and its people.

Despite this recent setback, let me inform you that there is still a strong partnership among the branches in government to fulfill President Duterte’s advocacy on permanent peace and sustainable development. Although we are still awaiting for specific guidelines from him, the government still upholds what we refer to as the primacy of the peace process. Our peace talks with the NDF may currently dealing with serious blows, however, let us not forget that peace negotiations is only one of the important elements of our comprehensive peacebuilding efforts. In our parlance in the peace process office, we called it as the “Six Paths to Peace”.

Beyond the peace process with the communist insurgents, these Six Paths to Peace served as the skeletal framework of our policies and structures of our comprehensive peace efforts. It articulates that while peace negotiations is an important component, there are other equally significant concerns that we need to attend to: such as, building peace constituencies and addressing the immediate needs of conflict-affected and fragile areas just to name a few. It means that while the talks are stalled, there are still other vital paths we must traverse and work on. In other words, a stalled or cancelled peace talks is not the end of our pursuit to peace.

These paths to peace have driven various sectors to take part in building a culture of peace since these enable different avenues for participation. Open spaces have been established and allowed the agencies concerned primarily with the peace efforts to make everyone onboard. In effect, government peace policies veered away from its conventional outlook, where government peace offices have exclusive responsibility over peacebuilding. Peace then became everyone’s concern.

It is through these ways that the security forces were convinced that they too have equal share of obligation to our efforts. The active participation of our security personnel in our peace drives transformed the public perception of military from being an agent of societal destruction to builders of peace. Through these engagements, the viability of our military men and women can now be measured through normalization initiatives—seeking to improve the social cohesion of our communities, which was destroyed by decades-long armed conflicts.

Our uniformed personnel are no longer ignorant to the plight of our communities for their responsibilities in the peace process entail them to be upbeat with our social realities. No longer that our military is confined only within the military barracks or combat zones, but their duties as peace advocates made them more closely associated with the people—often working on development projects in far-flung communities. This allows our Armed Forces to better appreciate their social environments that, in return, also allowed them to better respond to the needs of our society.

Oplan Kapayapaan, the new military campaign until 2022, manifested the highest commitment of our Armed Forces to the peace process. It emboldened the non-traditional approach where peacebuilding, through development and people’s participation, is still our most powerful weapon. It takes pride on the primacy of the peace process and development, and the robust participation of stakeholders, particularly the religious sector and local government, in dealing with internal security concerns.

The objectives of Oplan Kapayapaan resonates the goals of our peace and development roadmap. It speaks of development and people’s participation—two of the Six Path to Peace—and, more importantly, two salient points in restoring the social cohesion in conflict and fragile areas.

Development, as I have said, is crucial in bringing peace and progress. It is our policy that, while negotiations are happening, development interventions are rolling out. I personally believe that the peace agreements cannot stand alone in building peace. It should be coupled with development. People who suffered too much from the horrors of wars are longing for the immediate and direct gains of our peace efforts. It is through development that we can make them feel the strides we have accomplished and the dividends of peace we have gained.

More so, discussions must be brought closer to the communities. Inclusivity in the peace process allows it to move forward and take root in our people’s lives. We have saw in the previous months how we bring together key players in our peace efforts and how these engagements produced harmony and solidarity for peace advocacy.

On the Bangsamoro front, as we continue to fulfill our commitments to Framework Agreement on the Bangsamoro (FAB) and Comprehensive Agreement on the Bangsamoro (CAB)—signed with the Moro Islamic Liberation Front (MILF)—through the implementation of the agreements’ components, we are also expecting the 21-member Bangsamoro Transition Commission (BTC) to soon start the crucial work of drafting the new Bangsamoro enabling law. By expanding the BTC’s membership, we stay true to the principle of inclusivity by allowing varying voices in Mindanao to have a say in shaping the new enabling law. A separate panel has also been constituted to engage with Moro National Liberation Front (MNLF) chair Nur Misuari; thereby, ensuring that the commitments under the Final Peace Agreement with the MNLF shall not be left behind.

At the same time, emphasis should also be directed to what we refer to as the 'bigger peace table of the Filipino people'. This is the table that comprised the people who we do not engage in the negotiating table, but must equally partake in the process. They are the communities who feel both the terrors of armed conflicts and the benefits of our peace dividends. By providing space for people's participation, we are bringing our peace and security issues into national consciousness. By creating open spaces, we are laying the foundation for building grassroots support for peace building—a peace process which will be truly reflective on the true will of our people.

On these two instances, we encourage the active role of our security forces. Through these processes, we live up to our aspirations on making a peaceful, developed and progressive country. It is only this time under the administration of President Duterte that we have reciprocity in our views for active people’s participation and putting development as cores in our respective efforts. It is both promising and challenging.

Enabling peace is a lengthy and laborious process—in fact, as I have said, it is a work of a lifetime. Given its extent, a lot of determination, perseverance, endurance, dedication, and responsibility must be put together to realize it. Notwithstanding the usual challenges and hurdles we will be confronting, whatever situation we will dealing with in the days to come, I ask the Philippine Army to stay the course with us. Let us make peace work. There is no other option but peace.

GRP Statement on the JASIG Cancellation Notice to the CPP/NPA/NDF

We wish to announce that following the President’s pronouncement of the cancellation of the peace talks with the Communist Party of the Philippines/New People’s Army/National Democratic Front (CPP/NPA/NDF) and, per his instructions, the Government of the Philippines (GRP) Panel served to the NDF today the Government’s notice of termination of the Joint Agreement on Safety and Immunity Guarantees (JASIG).

Despite the cancellation of the peace talks, the Duterte administration remains committed in its peace efforts by continuing with resolve to explore all opportunities to intensify implementation of genuine reforms for the benefit of the people, particularly socio-economic programs in conflict-affected communities. It shall also continue to pursue other paths to peace and undertake all forms of peace initiatives and peacebuilding efforts at the national, regional and local levels to keep the peace.

We assure our people that the Government will continue its vigilance in the preservation of law and order and in protecting our people against insurgent activities and threats of terrorism, and pursue the enhancement of our democratic institutions.

Most Wanted criminal in Zamboanga Sibugay arrested

Zamboanga City (The Redline News Philippines) - The Joint personnel of RSOG, RID PRO-9, 12 MICO, IstMIB, 44th 1st ID, 17SF, PIB ZSVPPO and Ipil MPS  conducted Law Inforcement operation at Diane Hotel in Barangay Tirso Barbiera, Ipil, Zamboanga Sibugay province at about 1:15 in the afternoon of February 03 earlier.

The operation resulted the arrest of Odih Wahab, legal age, resident of upper Pangi, Ipil of the said province.

The said suspect known as CG member of Barahama Group and listed No.1 most wanted person (provincial Level).

The said person was arrested by virtue of warrant of arrest for the crime of robbery docketed under criminal case Number with 1-6423 and 1-6262 which was issued by Hon.Judge Vicente dela Plaza II of Ninth Judicial Region , BR 36, Ipil, Zamboanga Zibugay and for Highway Robbery docketed under criminal case No.1-6261 which was issued also by Hon.Judge Anthony Isaw of Ninth Judicial Region, Branch 24 of the same province.

Another warrant of arrest against the said suspect for the crime of murder docketed under criminal case No. 1-6080 which was also issued by Presiding Judge of Branch 24 Judge Anthony D. T. Isaw.

The said suspect Odih Wahab was the perpetrators involved during the shoot- out against the government forces Last May 02, 2015 in Barangay Tenan, Ipil of Zamboanga, Zibugay that resulted to the burning of (1) unit Toyota Hilux, PNP Patrol Jeep of ZSBPPSC and the killing of (1) SSgt. Juan A. Ablao, 44IB of Philippine Army.

The suspect also involved the series of robbery incident transpired along National Highway of barangay Tenan  of the said province.

Recently the said suspect was also involved on robbery holdup incident in Barangay Upper Pangi were the victim a branch manager of One Network Bank, Kabasalan Branch last December 27, 2016 and killing of certain  Eduardo Berberio, Jr Last February 14, 2015 at Harana Court of the same province.

PRO9 police officers receive awards and commendations today



Zamboanga City (The Redline News Philippines) -  The Regional Police Office -9 of Zamboanga City under Police Chief Superintendent Billy B. Beltran give awards and certificates to those  police  who have performed outstandingly  for police duties and responsibilities  of their respective stations and units  today.

During the ceremony in Paseo of this city,  Beltran said, “we must do our duty well in order to have good performance and good services to the people ,they needs the police services and protect them in times of criminalities and other incidents happened in our area of responsibility” said Beltran.

Father, son arrested during drug operation in Tubod, Lanao Norte

Tubod Lanao del Norte (The Redline News Philippines)  - The joint Tubod police operatives   headed by  P/CInspector Javier S. Tanog  , ACOP together with the PNP personnel of PIB LDN PPO led by P/Supt. Henry B. Monta  conducted arrest  against the subject HENRY CALIMPUSAN y CUIZON, Pusher, No. 3 Top Priority Targets of Drug Personalities (SLT), 53 years old, married, former member of Integrated National Police (INP) and a resident of Purok-2(RCMS), Brgy. Poblacion, Tubod, Lanao del Norte.

Also arrested during the police  operation are ELITO ARGOTE, User,drug pusher , 33 years old, single a resident of Purok-3(RCMS), Brgy. Poblacion, Tubod, Lanao del Norte and one JADE CALIMPUSAN y DEMALUAN, User, 22 years old, single, son of Henry Calimpusan and a resident of said place.

Police  said that about 2:45 in the afternoon of January 30, 2017, the above-mentioned personnel conducted briefing regarding the Search Warrant number 78-2017 against HENRY CALIMPUSAN y CUIZON dated January 23, 2017 issued by Hon. Dennis P Vicoy, Presiding Judge of RTC 12 Branch 07, Tubod, Lanao del Norte to be conducted against the above-named suspect for Violation of Section 11, Article II of Republic Act 9165. 

Thereafter the briefing, PNP personnel of this station in the person of PO3 Elwood K Malanog requested for PDEA Pre- Ops from the PDEA personnel but did not received any response.

The raiding teams still proceeded to the house of the target and upon arrival thereat at about 3:30 in the afternoon of same date, the Search Warrant against the house of HENRY CALIMPUSAN y CUIZON was conducted and executed.

Prior to the search PCI JAVIER S TANOG invited Mayor Leoncio Bagol, Municipal Mayor of Tubod, Lanao del Norte and Brgy. Chairman Mark Peter Cabili of Brgy. Poblacion, Tubod, Lanao del Norte in order to stand as witnesses during the search.

Before the search, subject person who is present thereat was informed regarding the Search Warrant and the contents thereof also in the presence of Mayor Leoncio Bagol, Municipal Mayor of Tubod, Lanao del Norte and Brgy. Chairman Mark Peter Cabili of Brgy. Poblacion, Tubod, Lanao del Norte.


During the searched conducted against the house of HENRY CALIMPUSAN y CUIZON, the items confiscated were as follows: One (1) piece big heat sealed transparent plastic sachet containing white crystalline substance believed to be shabu, five (5) pieces heat sealed transparent plastic sachet containing white crystalline substance believed to be shabu, ten (10) pieces rolled aluminum foil, four (4) rolled aluminum foil used as improvised totter, three (3) pieces aluminum foil used as improvised needle, one (1) piece rolled aluminum foil in a hallow cartoon, two (2) pieces strips of aluminum foil believed to have shabu residues, seven (7) empty rectangular shape transparent plastic sachet, two (2) pieces stainless scissors, two (2) pieces small stainless knife and four (4) pieces disposable lighters (2 Dark Blue, 1 Light Blue and 1 Orange Color. One (1) piece big heat sealed transparent plastic sachet containing white crystalline substance believed to be shabu was confiscated under the possession and control of ELITO ARGOTE.

Apprehended suspects were then informed of the nature and the reason of their arrest as well as his Constitutional Rights as embodied in the Philippine Constitution. Inventory and markings of the confiscated evidences was conducted by PO3 Rufino A Gomera Jr, Investigator-on-case and being witnessed by Mayor Leoncio Bagol, Municipal Mayor of Tubod, Lanao del Norte and Brgy. Chairman Mark Peter Cabili of Brgy. Poblacion, Tubod, Lanao del Norte.


Subject personalities are now at the custody of this station for proper disposition for filing of charges in court.
