2nd PRESS STATEMENT OF PNP CHIEF PDG RONALD DELA ROSA ON DAVAO BLAST SEPTEMBER 3, 2016


The Philippine National Police joins the Filipino nation in peaceful mourning over the loss of innocent lives in Davao City last night.

Even as we strongly condemn this evil act of terrorism, we express our deepest sympathy to the orphaned families of the deceased and extend our helping hand to the dozens others hurt. Government efforts are now largely prioritized on care for the wounded.

A thorough technical investigation is underway by our Post-Blast Investigators and Crime Laboratory examiners. A security lockdown is in effect in Davao City as police and military security forces fan out to certain locations to reinforce control points on ingress and egress to and from Metro Davao.

Upon President Rodrigo R Duterte's declaration of a national State of Lawlessness, all PNP units across the country have been placed on FULL ALERT condition effective September 3, 2016.  The 100% availability of police resources and personnel will give the PNP greater flexibility and momentum to implement security measures and conduct police operations to identify and arrest the perpetrators of this crime.

It must be understood that this particular incident is confined only within Davao City. Let me emphasize that this is not a crisis situation— we are too far from such point of being unable to help ourselves. Government remains in complete control of the situation, in Davao and the rest of the country.

Nonetheless, we urge our people to remain vigilant yet calm in the face of this situation.
Based on historical data and experience, some quarters, including criminal elements and threat groups, may take advantage of the situation to foment chaos, fear and instability as means to promote their own interests.

The PNP, in cooperation with the AFP, will not allow this incident in Davao City to escalate and spill into other key cities of Mindanao.

We will not be cowed by this single act of terrorism; these people don’t deserve an inch of space in a civilized society. (posted by: Becky D. de Asis)
