Cordillera factions unite for peace

BAUKO, MOUNTAIN PROVINCE (24 April 2017-The Redline News Philippines)- Five major rebel factions and groups in Cordillera converged here on Monday to unify their ranks towards healing and reconciliation, as they strongly pushed for Cordillera autonomy as a step towards federalism.

Leaders and representatives of various Cordillera rebel factions and other groups namely the Cordillera People's Liberation Army (CPLA) and Cordillera Bodong Association (CPLA-CBA), Cordillera Peoples Alliance (CPA), Cordillera Broad Coalition (CBC), Cordillera Regional Consultative Commission (CRCC), and North Luzon Coalition for Good Governance (NLCGG), have jointly called on all Cordillerans to unite and rally behind efforts to establish the constitutionally mandated Autonomous Region of the Cordillera.

The different rebel groups, together with the civil society, local government units and national government agencies gathered together for the first time at the Forum on CAR Regional Autonomy dubbed as "Pioneer Cordillera Champions Coming Together" held at Mount Data Hotel in Bauko, Mountain Province on Monday, 24 April.

The forum was organized by the Cordillera Regional Development Council and NEDA-CAR in partnership with the Office of the Presidential Adviser on the Peace Process as a venue for continuing dialogue with the Cordillera groups and converge their interests and efforts for the attainment of a Cordillera autonomy.

Speaking before the Cordillera groups at the forum, Presidential Peace Adviser Jesus Dureza called on all Cordillerans to unite first, saying there are diverse groups in Cordillera but there should only be one united effort by all towards the autonomy of the region.

"In the roadmap for peace and development in the Cordillera, you may have different routes but there should only be one destination. Let's now try and converge these different routes into one destination," Secretary Dureza said.

He also stressed it is high time for the Cordillera to entrench a regional autonomy that will truly recognize and uphold the rights to ancestral land and right to self-determination of the region but Cordillerans should work first towards achieving a cohesive Cordillera society.

To recall, the revolutionary movement in Cordillera had split into factions brought by the differences and historical injustices in the past.

"There's a process of reconciliation and you must find a way to take advantage of this opportunity of building back relationships. Understand first and learn to accept your differences," said Secretary Dureza.

He also reiterated the importance of addressing the historical injustices as key to achieving sustainable peace and development.

"There must definitely be historical injustices suffered by the Cordillerans and the main common ground is taking away natural resources at the expense of your people in the area. You have to address transitional justice and reconciliation," he added.

In response to OPAPP's call for peace and unification, leaders of the CPLA and other groups also expressed support for achieving one voice for Cordillera.

"We fully support this effort and I call upon all members of CPLA to unite as one. How can we expect civil society and other groups to support us if we ourselves are not united so let's all support this and move together as one," said Conrado Dieza of the CPLA.

Cordillera groups, together with the local chief executives and representatives of the six provinces of the Cordillera and the City of Baguio have forged support for the passage of House Bill 5343, "An act establishing the autonomous region of the Cordillera" which was filed recently in Congress.

Baguio City Mayor and RDC CAR chair Mauricio Domogan said that the new proposed bill reiterates the Cordillera people's united stand for genuine regional autonomy.

"We had been totally neglected by the national government for a long period of time and so it is time to support and pass the bill," said Mayor Domogan.

The forum also highlighted the importance of engaging people on the ground through peace table conversations. OPAPP strongly urged the RDC-CAR and Cordillera groups to continue people's dialogue and stakeholder engagement to further strengthen the move for Cordillera autonomy. (PRNews)

The  "Maguindanao masacre" including my  32 fellow journalists last November 23, 2009 is one of the biggest massacre issue in Maguindanao.

This is a nightmare that I've  never forget  in my whole life because  of those journalists including my  friend, co-host Nap Salaysay is one of them who killed and butchered by the well known politician  in Shariff Aguak, those day of November.

But today, the words of "MOVE ON"  the people here started to moving on or move on  with the help of some policemen and military to made the municipality into an harmonious place to live in, a dream of everybody...
They  started to recovery from the hands of the devil just few years ago.

Today, Mayor Marop B, Ampatuan eagerly to change the ambiance, from war zone to tourists attraction.

He wants to maintain the peace and order situation condition of his  municipality as well.

Instead of firefight scenery during night time, he twisted into a night attraction. He generated the 4 barangay of Shariff Aguak wherein the street lights attracted by the commuters and residents during night time. "It is time to  heal and move on,", said the mayor.

Here;s the night attraction of Shariff Aguak today... an  ambiance of peacefulness.

Duterte fires Palace Usec over rice importation controversy

By Cielito M. Reganit
MANILA, Philippines  April 5 (PNA) -- President Rodrigo Duterte on Wednesday said he has just fired an Undersecretary for allegedly attempting to reverse a National Food Authority (NFA) decision to put rice importation activities on hold while the harvest season is in full swing.

In his speech during a harvest festival in Talavera, Nueva Ecija, the President said he was ‘appalled’ on learning that a female Undersecretary reviewed the decision of (NFA administrator) Jaon Aquino denying the importation of rice.

“Eh istorya-istorya na gustong magbigay. And it was appealed doon mismo sa Malacañan. So part of the Office of the President ‘yan. May isang undersecretary na babae, hold over ‘yan, pagusapan namin sa chopper kanina,” he said.

“Sabi ko, ‘Anong mukha ko na iharap sa mga farmers?’ na why would we allow importation to compete with the local product? Hanggang ngayon, hindi ko mabasa anong ginawa nilang rason. Of course hindi natuloy kasi binara ko. Subsequently, sabi ko stop. Open market na tayo, but you know you have to protect the Filipino,” Duterte said.

The President said he gave the order to dismiss the official upon landing in Nueva Ecija.

“Kaya sabi ko kanina papunta ako dito, pa-landing sabi ko tawagan mo Malacañang, sabihin mo she’s fired,” he said.

He added that at least five more officials will be axed within the week.

“Pangalawa siya. May isa pa, may dalawa pang undersecretary. So bale at the end of the day, mamaya meron ng mga lima in a week. Eh hindi ako magdadalawang isip, maski kaibigan kita,” Duterte said.

Later in the sidelines, Agriculture Secretary Manny Piñol identified the fired official as Undersecretary Maia Chiara Halmen Reina Valdez of the Office of the Cabinet Secretary.

Piñol told reporters that Valdez was fired for overruling Aquino's decision to suspend rice importation as it is still harvest season in the Philippines. (PNA)

Multi-pronged bamboo planting launched in Maguindanao

By: Ali Mac
BULUAN, Maguindanao, Philippines (The Redline News Philippines)  – An intensive bamboo-propagating segment of the government’s Sustainable Integrated Area Development (SIAD) project was launched in this province on Wednesday, with proponents and beneficiaries prospecting it to end crime-breeding poverty, abate flooding incidents, stimulate social cohesion, and further harness the country’s immense biodiversity potentials.

Department of Environment and Natural Resources (DENR) Secretary Gina Paz Lopez and Governor Esmael “Toto” Mangudadato led the launching rites here and in nearby Pandag town, where the lady official dramatized initiatives to bring Moro revolutionaries and military contingents together as partners in the project implementation

The project has an initial fund of P21 million to pilot bamboo propagation in Rajah Buayan town and supply seedlings for planting across a 1,000-hectare portion of the 280,000-hectare Liguasan Marsh, the largest Mindanao water basin Sec. Lopez claimed to be abundant of flora and fauna as basic elements of biodiversity.

The Philippines is known globally for having immense endemic flora and fauna, Lopez enthused as she estimated in her aerial view that the Liguasan delta contains some 51 percent biodiversity potentials. She and her party arrived here and left Wednesday by private choppers.

Local authorities said the delta, especially its heavily silted portions, spills over flood waters during rainy days to low-lying villages and towns in the neighboring Maguindanao, Sultan Kudarat and North Cotabato provinces The trend makes flooding a common problem in the three provinces, especially Maguindanao, which literally means “land of flooded plains.”

Yet, they said, local leaders of the Moro Islamic Liberation Front (MILF), the Moro National Liberation Front (MNLF), the outlawed Bangsamoro Islamic Freedom Fighters (BIFF), a few political partisan armed groups, and many village people maintain enclaves in the marsh because of its vast grounds for fishing, farming and other forms of livelihood.

In her keynote speech here, Sec. Lopez underscored the need for comprehensive government interventions such as the just-launched bamboo and mangrove planting to stimulate the Maguindanao people, notably the marsh dwellers, into productive cohesion necessary to end local enmities and alleviate high poverty rate in the province.

“The basic foundation of economic growth is love…There can be no progress in an atmosphere of enmity,” she said.

After presenting in power-point documentaries some DENR-initiated projects that economically empowered hundreds of villagers elsewhere in the country, Sec. Lopez led participating representatives of the MILF, military, local govern units, women and youth groups, and NGOs in cohesive dynamics of handshakes, lively cheers, and singing of unity-building songs.

Sec. Lopez, Gov. Mangudadatu and Rajah Buayan town Mayor Zamzamin Ampatuan signed a covenant mandating a cohesive implementation of the SIAD project. The signing rite was witnessed by MILF truce committee chair Butch Malang, OPAPP Usec. Deosita Andot, DENR-ARMM Secretary Kahal Kedtag, the Army’s 601st Brigade commander, 20 other Maguindanao mayors, and heads of participating delegations.

“There will be no room for failure,” Mayor Ampatuan assured in his acceptance speech, citing the clear-cut dynamics of the bamboo planting and propagation project starting with a two-hectare nursery in his town.

Ampatuan confessed that amid the seven or so years of Maguindanao’s massive banana and oil palm farming, his town has reserved its force for the hosting a timely national initiative such as SIAD project to make his turf as the country’s “bamboo town.”

He shared Gov. Mangudadatu’s previous remarks that while bamboo planting is another tool for ecological balance abating floods and soil erosions, it can also provide additional livelihood to Maguindanaons through the production of bamboo-based toothpicks, chop sticks for millions of mostly Chinese users, and construction materials.

Ampatuan tickled local journalists when he announced that some of the more than 300 surrendered and reformed illegal drug users in his town will be tapped in the bamboo seedling production to “make them better citizens.”

He also cited the project’s significance to Moro culture, citing a history during the Spanish occupation about the raising of a traditional flag in Lanao del Sur through a tall bamboo pole.

From here, Sec. Lopez alongside local officials led by Gov. Mangudadato proceeded to Pandag town and planted water-resistant tree species on a soil dike along the Buluan River, one of the tributaries of the Liguasan Marsh.

Host Pandag Mayor Jehan Mangudadatu warmly received the visitors, even as she hailed Sec. Lopez as the “first national dignitary” to have set foot in her town on a “very meaningful occasion.” (Ali G.
