NYC TO CONGRESS: IS IT A GO OR NOT FOR SK ELECTIONS

The National Youth Commission (NYC) calls on Congress to decide on the fate of the Sangguniang Kabataan (SK) elections that is synchronized with the barangay elections on October 23, 2017."We urge both Houses of Congress to finalize their decisions on the fate of our youth leaders who are supposed to be part of the electoral exercise next month. We cannot let them wait forever because any further delay could dampen their spirits especially with the current issues affecting the sector," says Usec Aiza Seguerra, NYC Chairperson.

The House of Representatives recently passed on second reading the postponement of the synchronized barangay and SK elections. For its part, the Commission on Elections (Comelec) continue to encourage aspirants in the synchronized elections to file their certificates of candidacy (COCs) starting September 23, 2017. Without any enabling legislative measure, the synchronized barangay and SK elections will still push through.

"We are concerned about the confusing signals that we might be sending to the general public. And it might be misconstrued as something else," adds Asec James Caesar Ventura, NYC Commissioner in charge of the Committee on Youth Participation.

"The clamor for reform in the ranks of the SK can only be done if the youth will be given the opportunity to be an integral part of local governance, " Ventura continues. "Mahalaga na bigyang prayoridad ng Kongreso ang tungkol sa barangay at SK elections.

We at the NYC continues to develop and pilot test the modules for the SK Mandatory Training because we want to also comply with our mandate. However, we do not want to waste resources but we are pushing that the SK must be given the chance to implement appropriate leadership and governance strategies anchored on good citizenship values and life skills, " Seguerra points out.

Should the Congress decide to finally postpone the synchronized barangay and SK elections there should be a stregthening of institutions that ensure the maximum participatiob of the youth.

"Hwag sanang ipagwalang bahala ng Kongreso ang kinabukasan. Ito ay nakasalalay sa mga kabataan. Habang may panahon ay mag desisyon," ends Seguerra.
